Full FCIP Eligibility Requirements: Do You Qualify?
To qualify for the FCIP Kelowna pathway, you must meet all of the following criteria:
✅ 1. Job Offer From a Designated Employer
Must be from one of the 40 SDECB-designated employers in Kelowna, in one of the 25 priority occupations listed above.
✅ 2. French Language Proficiency — NCLC Level 5 in All 4 Skills
Speaking, listening, reading, and writing — all at NCLC 5 or above. This is a moderate level — equivalent to basic conversational French across all skill areas. TEF Canada or TCF Canada scores can demonstrate this.
✅ 3. Relevant Work Experience — 1 Year in Last 3 Years
Work experience requirements depend on your TEER level:

A single applicant needs at minimum $10,507 in settlement funds. However, if you are already working in Canada on a valid work permit, you are exempt from this requirement entirely.

You must demonstrate a credible intention to live and work in Kelowna as a permanent resident after landing.
The FCIP Process: Step by Step
Step 1 — Find a Designated Employer
Connect with one of the 40 SDECB-designated employers in Kelowna who is actively hiring in your occupation.
Step 2 — Receive a Job Offer
The employer extends a formal job offer in a priority sector and NOC code.
Step 3 — Employer Submits Recommendation
During an open intake window (15th–30th of each eligible month), your employer submits your candidacy to the SDECB for community recommendation review — a maximum of 3 per employer per intake.
Step 4 — Community Recommendation Approved
If SDECB approves your recommendation, you receive a community recommendation certificate.
Step 5 — Apply for PR with IRCC
You submit your Permanent Residence application directly to IRCC with your community recommendation, job offer, French test results, ECA, and supporting documents.
Step 6 — Special 2-Year Work Permit
While your PR application is being processed, you may be eligible for a special 2-year work permit allowing you to start working for the designated Kelowna employer immediately.
Step 7 — PR Approved
