  • Work experience: Must have skilled work experience in a NOC TEER 0, 1, 2, or 3 occupation. Experience can be in Canada or abroad, consistent with EE program requirements.
  • No job offer required: Unlike the Employer Job Offer streams, the FSSW stream does not require a job offer from an Ontario employer.
  • Intent to settle in Ontario: Must intend to live and work in Ontario, with particular interest in francophone and rural communities.

TEF Canada and TCF Canada are the two IRCC-designated French language tests. Scores must be current (within 2 years of the EE profile date). Candidates who have previously taken DELF or DALF should note that these tests are not accepted for Canadian immigration purposes — TEF or TCF Canada tests are required. Results from one test cannot be used in combination with results from the other.

I speak French but my first language is Arabic. Do I qualify?

Yes, provided you achieve CLB 7 or higher on TEF Canada or TCF Canada in all four abilities. The OINP FSSW stream does not require French to be your mother tongue — it requires demonstrated French proficiency at CLB 7+. Many successful applicants are multilingual and have acquired French through education or work.

Can I be selected for both the HCP stream and the FSSW stream simultaneously?

Ontario selects candidates for one stream at a time, though it may issue NOIs in different rounds. If you receive an NOI for the FSSW stream, you proceed through that stream. You cannot hold two active OINP applications simultaneously. If your FSSW application is refused, you may remain in the EE pool for potential future selection in another round.

Is there an OINP stream for French speakers who also have an Ontario job offer?

If you are a French speaker with a skilled job offer (TEER 0–3) from an Ontario employer, you may qualify for the Employer Job Offer – Foreign Worker stream instead of — or in addition to — the FSSW stream. The Employer Job Offer stream can be applied for proactively (once the employer obtains Position Approval), whereas the FSSW stream requires waiting for an NOI. Having both options available is an advantage of strong French proficiency.

My TEF Canada scores meet CLB 7 but my IELTS English scores only meet CLB 6. Can I still apply?

Your EE profile must meet the minimum language requirements for your registered EE program. FSW requires CLB 7 in all four abilities across both languages if you submit scores for both; CEC requires CLB 7 for NOC TEER 0–2 and CLB 5 for TEER 3 in the primary language. If CLB 6 English prevents you from meeting your EE program minimums, you may not have a valid EE profile. Consult an authorised representative to review your specific situation.

Do I need to commit to living in a French-speaking community in Ontario?

The OINP FSSW stream asks that you intend to live and work in Ontario — not specifically in a designated francophone community. However, candidates who demonstrate a connection to Ontario’s francophone communities (prior study at a French-language Ontario institution, family in a francophone community, job offer from a French-language employer) are more likely to attract OINP’s attention in the selection process. The intention to integrate into Ontario’s francophone community, while not formally required, strengthens the overall application.

If I already have a federal ITA from a French-language draw, should I still pursue OINP FSSW?

No — if you have already received a federal ITA, you can proceed directly to the federal PR application without the OINP provincial stage. The OINP nomination’s only purpose in the EE system is to add +600 CRS points to trigger a federal ITA. If you already have the ITA, the OINP nomination is redundant. Accept the federal ITA and proceed with your PR application. Cancel or decline any pending OINP process.
