CANADA LMIA UNEMPLOYMENT RATES 2026: 17 REGIONS NOW ELIGIBLE FOR LOW-WAGE WORK PERMITS

Breaking News: New CMA Unemployment Rates Now in Effect

Major update for Canadian employers and foreign workers! Canada’s latest Census Metropolitan Area (CMA) unemployment rates are now in effect for low-wage Labour Market Impact Assessment (LMIA) applications from January 9 to April 9, 2026.

Key Highlights:

  • 17 regions now eligible for low-wage LMIA processing
  • 8 major CMAs newly eligible (below 6% unemployment)
  • Low-wage LMIAs blocked in high-unemployment regions (6%+)
  • Rates valid until April 9, 2026

This quarterly update significantly expands hiring opportunities for employers in several key Canadian labour markets.

The 6% Unemployment Rule Explained

Since September 2024, Canada has enforced a strict rule for low-wage LMIA applications:

If your CMA unemployment rate is 6% or higher AND your offered wage is below the provincial median hourly wage, your low-wage LMIA application will NOT be processed.

What This Means:

✅ Eligible Regions (Below 6%):

  • Employers can file low-wage LMIA applications
  • Foreign workers can access entry-level/hourly jobs
  • Normal processing applies

❌ Restricted Regions (6%+):

  • Low-wage LMIA applications rejected
  • Employers must recruit Canadians/PRs first
  • Higher wage offers may still qualify

Newly Eligible CMAs (Below 6% This Quarter)

8 major regions improved from 6%+ last quarter and are now eligible:

CMA LocationUnemployment RateProvince
Halifax5.2%Nova Scotia
Moncton5.5%New Brunswick
Saint John5.8%New Brunswick
Fredericton5.2%New Brunswick
Montréal5.5%Quebec
Kingston5.6%Ontario
Winnipeg5.7%Manitoba
Vancouver5.9%British Columbia

Vancouver at 5.9% is particularly close to the threshold and may flip back next quarter.

Regions Still Eligible (Remained Below 6%)

These CMAs were already eligible and continue to qualify:

  • Saguenay, Quebec
  • Québec City, Quebec
  • Sherbrooke, Quebec
  • Trois-Rivières, Quebec
  • Drummondville, Quebec
  • Peterborough, Ontario
  • Thunder Bay, Ontario
  • Saskatoon, Saskatchewan
  • Victoria, British Columbia

Total: 17 CMAs eligible for low-wage LMIA processing

Restricted Regions (6%+ Unemployment)

Major cities like Toronto, Ottawa-Gatineau, Edmonton, Calgary, and Windsor remain above 6% and restricted for low-wage LMIAs.

Employers in these regions must:

  • Offer wages above provincial median
  • Recruit Canadians/PRs first
  • Consider higher-wage LMIA streams
  • Wait for next quarterly update (April 2026)

What is a Census Metropolitan Area (CMA)?

CMAs are geographic regions defined by Statistics Canada that represent shared labour markets:

  • Urban core with 100,000+ population
  • Includes surrounding suburbs/towns
  • Workers commute within the CMA
  • LMIA unemployment rates applied at CMA level

Example: Toronto CMA includes Toronto, Mississauga, Brampton, Markham, Vaughan, and surrounding areas—not just the city of Toronto.

Action Steps for Employers

If Your CMA is Now Eligible:

  1. File promptly – Eligibility valid only until April 9, 2026
  2. Prepare documentation – Recruitment efforts, job ads, wage justification
  3. Verify wage threshold – Ensure offered wage meets low-wage criteria
  4. Confirm CMA boundaries – Verify your worksite postal code falls in eligible CMA

If Your CMA is Still Restricted:

  1. Offer higher wages – Above provincial median hourly wage
  2. Document recruitment – Prove you tried hiring Canadians/PRs
  3. Consider alternatives – Intra-company transfers, LMIA-exempt categories
  4. Plan for April refresh – Next unemployment rate update

Action Steps for Foreign Workers

Good News (Eligible Regions):

  • More job opportunities in Halifax, Montréal, Winnipeg, Vancouver, etc.
  • Entry-level/hourly positions now accessible via low-wage LMIA
  • Faster work permit processing in eligible CMAs

If You’re in Restricted Regions:

  • Target higher-wage offers – Above provincial median wage
  • Consider eligible CMAs – Look for jobs in newly eligible regions
  • Explore LMIA-exempt options – Intra-company, NAFTA professionals, etc.
  • Monitor April 2026 update – More regions may become eligible

2026 TFWP Reform Proposals

Canada is considering major Temporary Foreign Worker Program changes for 2026:

Proposed Changes:

  1. Sector-specific work permits – Move between employers in same sector
  2. Structured wage deductions – Housing, utilities, transportation
  3. Flexible housing standards – Adjustments for employer-provided housing
  4. Transportation flexibility – Employer-provided transport options
  5. Health-care responsibility clarification
  6. Streamlined LMIA processing – Reduced red tape

Note: These are proposals only. Final rules pending government decision.

Primary Agriculture LMIA Reminder

Agriculture employers should:

  • Follow standard advertising/recruitment rules
  • Maintain recruitment records for inspections
  • Verify CMA eligibility for low-wage positions
  • Plan ahead for seasonal hiring needs
