IRCC Backlog Drops Below 1 Million in January 2026 — What It Means for Your Work Permit, PR & Citizenship Application

For the first time since October 2025, IRCC’s total immigration application backlog has fallen below one million. As of January 31, 2026, the total backlog stood at 990,300 applications — a 2.41% drop from December 2025’s high of 1,014,700.

This is genuinely good news — but the picture is not uniformly positive. While work permits and Express Entry are moving faster, study permits have hit their worst backlog level since 2022, and visitor visas remain significantly behind projections.

The Overall Picture — Backlog Below 1 Million

IRCC’s total application inventory as of January 31, 2026 stood at 2,092,000 — down 35,500 from December 2025. Of those, 1,101,700 (53%) were processed within IRCC’s service standards, leaving 990,300 as backlog.

The January drop is the first meaningful backlog reduction in six months — and the sub-one-million figure is a psychological and operational milestone for IRCC.


Permanent Residence Applications — Express Entry Leading the Way

As of January 31, IRCC held 995,500 permanent residence applications in inventory — up 21,700 from December — with 535,300 (54%) classified as backlog and 460,200 (46%) processed within service standards.

Express Entry applicants are seeing the biggest processing improvements — 15% backlog versus a projected 35% is IRCC performing at more than double its own target speed. If you recently received an ITA and submitted your PR application, this means your file has a strong chance of being processed well within the standard 6-month window.

PNP Express Entry-aligned applications at 42% backlog — below the projected 55% — is equally encouraging for nominated candidates waiting on their PR.

Family Sponsorship — Moving in the Wrong Direction

Total temporary residence applications in January: 845,400 — a significant drop of 65,500 from December. Of these, 394,700 (47%) were classified as backlog.

The work permit backlog dropped 8 percentage points in January — the most significant single-month improvement in this category in months. IRCC processed 136,700 work permit applications (including extensions) in January alone.

However, at 38%, the work permit backlog still exceeds IRCC’s projected target by 7% — meaning if you are waiting on a work permit, you are still experiencing above-normal delays, despite the improvement. Workers with expiring permits should not rely on improved averages — apply for extensions well in advance of expiry.

Study Permits — Worst Backlog Since 2022 🚨

This is the most alarming figure in the entire January report. Study permit backlog surged from 36% in November and December to 50% in January — the highest since IRCC began publishing this data in 2022, and 12 percentage points above projection.

IRCC processed 34,200 study permit applications (including extensions) in January — but incoming volumes clearly outpaced processing capacity. International students and their families must plan for significantly longer study permit wait times in early 2026.

Visitor Visas — Improving but Still Behind

Visitor visa backlog at 54% is the lowest since June 2025 — a positive trend. However, it still exceeds the 47% projected backlog by 7 percentage points. Spring travel plans to Canada that require a visitor visa should be initiated immediately given current processing times.


Citizenship Grants — Stable and on Target

Citizenship is the most stable category in January’s report — 76% of applications processed within service standards, and the 24% backlog is well within IRCC’s 25% projection for the second consecutive month.

227,300 new citizens were welcomed from April 1, 2025 to January 31, 2026.

If you are preparing your citizenship application, processing times are currently predictable and within standard — a good time to submit a complete, accurate file.


What This Means for Each Applicant Type

You Are Waiting on Express Entry PR

Best news of the report. At 15% backlog versus a 35% projection, Express Entry applications are moving fast. If your application is complete and submitted, standard 6-month processing is likely being met — or exceeded.

This requires urgent attention. Study permit backlog at 50% — the highest ever recorded — means standard timelines no longer apply. Students starting programs in September 2026 should have applications in by April at the latest. Extensions should be filed as early as possible.

Express Entry is currently the fastest-moving PR stream — 15% backlog versus a 35% projection. A 4-month wait is well within normal. Ensure your portal is complete, your documents are uploaded, and your medical results are valid (they expire 12 months from exam date).

Q: I need to visit family in Canada this spring. When should I apply for a visitor visa?
Apply immediately. With 54% of visitor visa applications backlogged, standard processing of 14–60 days may not apply. Applications submitted now for spring travel have the best chance of arriving on time.

Q: My citizenship application has been in process for 10 months. Should I be concerned?
IRCC’s service standard for citizenship is 12 months. At 10 months with 24% backlog, you are approaching the standard window. If you have not completed your knowledge test or been scheduled for a hearing, contact IRCC or consult an RCIC.
