On March 16, 2026, IRCC held a new Provincial Nominee Program (PNP)–only Express Entry draw and invited 362 candidates who already had a provincial nomination. The CRS score of the lowest-ranked candidate invited was 742, with a tie‑breaking time of October 05, 2025 at 20:35:25 UTC.
Because a PNP nomination adds 600 points to your Express Entry score, a cut-off of 742 means IRCC invited candidates whose base CRS scores were roughly in the 140s or higher, plus their 600-point nomination. This round confirms once again that provincial nomination remains one of the most powerful ways to secure Canadian permanent residence in a competitive system.

What Happened in the March 16, 2026 PNP-Only Draw?

The tie-breaking rule means that if more than one candidate had a CRS of 742, only those who submitted their Express Entry profiles before October 05, 2025 at 20:35:25 UTC received an invitation. Candidates with:
- CRS above 742 were invited regardless of profile submission time, and
- CRS of exactly 742 were invited only if their profile was submitted before the tie-breaking date and time.
Because all PNP nominees in Express Entry receive 600 additional CRS points, a candidate with CRS 742 typically has:
- Base CRS (without nomination): about 142
- + 600 points for PNP nomination
- = 742 total CRS points
This is why PNP-only draws always show very high CRS cut-offs — the 600 nomination points dominate the ranking.
Why IRCC Runs PNP-Only Express Entry Draws
The Ministerial Instructions on Express Entry rounds explain that IRCC can issue invitations through:
- General rounds (all programs)
- Program-specific rounds (for example, PNP-only, CEC-only)
- Category-based rounds (for specific occupations or language abilities)
PNP-only rounds exist because:
- Provinces rely on PNP to meet local labour and population needs. Once a province issues an Express Entry–aligned nomination, IRCC must convert that nomination into an Invitation to Apply (ITA) through a PNP-specific or general draw.
- PNP nominees sit at the top of the pool with 600+ scores. If IRCC never ran PNP-specific rounds, the pool would become clogged with high-scoring PNP candidates, and general rounds would become skewed.
- IRCC has annual targets that include a specific number of PNP landings. To meet these targets, IRCC must regularly invite nominees through Express Entry.
The March 16, 2026 round is part of this ongoing pattern: periodic PNP-only draws that clear out the 600+ segment of the pool and allow provinces to continue nominating new candidates.
What This Draw Means If You Already Have a Nomination
If you hold an Express Entry–aligned provincial nomination and have accepted it in your profile:
- Your CRS should be your base CRS + 600 points.
- As long as your profile is active, your nomination is valid, and your details match, you are highly likely to receive an ITA in a PNP-only round.
The main situations where a nominated candidate might not be invited in a PNP-only round are:
- The nomination has expired or been withdrawn by the province.
- The Express Entry profile is no longer active (expired, ineligible, or not in the pool).
- The profile was submitted after the tie-breaking date for that specific round and sits on the lowest cut-off score (for example, exactly 742 in this draw).
If you already have a nomination and your CRS is 600+ but you did not receive an ITA, it is critical to review:
- Profile status in your IRCC account
- Provincial nomination validity
- CRS breakdown
- Timing of your profile submission compared to the tie-breaking date.

What This Draw Means If You Don’t Have a Nomination
If you do not have a provincial nomination, this draw sends a very clear signal:
PNP remains the most powerful way to transform a borderline CRS score into a guaranteed PR invitation.
Even candidates with base CRS scores in the 300s or low 400s can jump to 900+ with a nomination and become competitive in PNP-only and general rounds.
Without a nomination, a score of 742 is unrealistic for almost all candidates. With a nomination, it is standard.
For anyone stuck in the 430–500 CRS range, relying only on general draws is risky. A strong, targeted PNP strategy often makes the difference between:
- Waiting indefinitely for a general draw that may never drop to your score, and
- Receiving an ITA in the next PNP-only or general round that includes provincial nominees.
How IRCC Decides Rounds: What the Ministerial Instructions Tell Us
The Ministerial Instructions respecting invitations to apply outline the legal framework IRCC follows in every Express Entry round:
For each round, IRCC must:
- Specify the round type
- Set the number of ITAs to issue
- In this case: 362 PNP invitations.
- Rank candidates in the pool
- Apply the tie-breaking rule
- Issue invitations accordingly
This structure means that draw patterns are deliberate, not random. IRCC must balance:
- General rounds
- PNP-only rounds
- Category-based rounds (for French, healthcare, STEM, trades, transport, agriculture, etc.)
What the Next Express Entry Draws Might Look Like
While no one can guarantee the exact date or CRS cut-off of future draws, IRCC’s recent behavior and instructions suggest a likely rhythm:
In the coming weeks, we can reasonably expect:
- One or more category-based draws, targeting:
- Canadian Experience Class Draw later in the month or early in the next month.
In practice, this means:
- Candidates with PNP nominations should be ready for ITAs in any PNP-only or mixed general round.
- Candidates in priority categories (French, health, STEM, trades, transport) should ensure their profiles correctly reflect their NOCs and language scores.
- Candidates without PNP or category advantages should focus on both CRS improvement and PNP eligibility.
What You Should Do Now — By Profile Type
1. If You Already Have a PNP Nomination (CRS 600+)
- Confirm your Express Entry profile is active and up to date.
- Double-check that your NOC, work history, and province information in Express Entry match your nomination certificate.
- Start preparing your post-ITA document package now:
- Employment reference letters
- Proof of funds (if required for your program)
- Police certificates
- Medical exam planning
- Civil status documents
When an ITA arrives, you will have only 60 days to submit a complete e-APR. Being ready early reduces stress and avoids mistakes.
2. If Your CRS Is 430–500 With No Nomination
This draw is a reminder not to sit in the pool indefinitely without a proactive plan.
You should:
- Identify which Express Entry–aligned PNP streams you may qualify for (OINP, SINP, BC PNP, AAIP, NSNP, NBPNP, etc.).
- Evaluate occupation-based provincial streams that favor your NOC.
- Consider:
- Improving your language score (CLB 9 or 10 in English or French can dramatically boost CRS).
- Gaining more Canadian or foreign skilled work experience.
- Studying or working in a province that actively nominates in your occupation.
3. If Your CRS Is Below 430
You likely need a two-step strategy:
- Step 1: Improve your base CRS:
- Retake language tests
- Obtain higher education or ECA for previously unassessed credentials
- Add Canadian work experience if possible
- Step 2: Build a PNP-focused plan:
- Target provinces where your occupation is in demand
- Explore employer-driven streams or rural/community pilots that lead to PNP nominations
