Francophone Selection Hits CRS 400 in April 29 Draw

Immigration, Refugees and Citizenship Canada (IRCC) issued 4,000 Invitations to Apply on April 29, 2026 in a category-based Express Entry round targeting French-language proficiency. The Comprehensive Ranking System (CRS) cutoff landed at 400 — a 19-point drop from the previous French draw on April 15, and one of the most accessible category-based rounds in recent memory.

This was Express Entry round #414, the second French draw of April, and the fifth French-category round of 2026. With this latest invitation, IRCC has issued 26,000 ITAs to Francophone candidates so far in 2026, making French-language proficiency the second-largest Express Entry category for the year behind Canadian Experience Class.

How the CRS Cutoff Compares

The April 29 cutoff of 400 sits between the March 18 draw (393) and the April 15 draw (419). For the same draw size of 4,000 ITAs, this dip suggests fewer high-CRS Francophone profiles entered the pool over the past 14 days — likely because the highest-ranked candidates from the April 15 round have already been selected and removed from the pool.

For context, here are the 2026 French-language draws to date:

  • March 4: 5,500 ITAs at CRS 397
  • March 18: 4,000 ITAs at CRS 393
  • April 15: 4,000 ITAs at CRS 419
  • April 29: 4,000 ITAs at CRS 400

Compared with Canadian Experience Class draws holding at CRS 514 and Provincial Nominee Program draws at CRS 795, the French category continues to deliver the most accessible federal pathway for any candidate willing to invest in genuine French proficiency.

Eligibility for the French-Language Category

A French-category draw is not for “anyone who speaks French.” Two conditions must both be met:

1. Demonstrated French proficiency at NCLC 7 in all four abilities. Candidates must hold valid IRCC-recognized test results (TEF Canada or TCF Canada) showing at least Niveau de compétence linguistique canadien (NCLC) 7 in speaking, listening, reading, and writing. Test results must be less than two years old at the time of the ITA.

2. Eligibility under one of the three Express Entry programs. The candidate’s profile must qualify for at least one of:

  • Federal Skilled Worker Program (FSWP)
  • Canadian Experience Class (CEC)
  • Federal Skilled Trades Program (FSTP)

Candidates also receive bonus CRS points for French ability — 25 additional points for French with basic English, or 50 points for full bilingual proficiency. These bonus points can lift a borderline profile above the CRS cutoff.

Tie-Breaking Rule Explained

For round #414, the tie-breaking rule was set to April 7, 2026 at 20:13:59 UTC. This rule only matters for candidates whose CRS score equals the cutoff exactly — in this case, CRS 400. If your score is 401 or higher, you received an ITA regardless of when you submitted your profile. If your score is exactly 400, you only received an ITA if your Express Entry profile was submitted before April 7, 2026 at 20:13:59 UTC.

What This Means for You

If you currently hold valid French test results above NCLC 7 and meet the requirements of any of the three Express Entry programs, the time to act is now. The French category continues to issue 4,000 ITAs roughly every two weeks, and the cutoff has held in the 393–419 range across the last four rounds — a remarkably narrow band that gives candidates a clear target.

If you are still building your French proficiency, plan for at least 6 to 12 months of dedicated study before attempting the TEF or TCF. Many successful candidates begin with a TCF benchmark test, identify their weakest of the four abilities, and focus their preparation accordingly. A score that falls one level short — NCLC 6 instead of NCLC 7 — disqualifies the entire profile from French-category eligibility.

If you received an ITA in the April 29 round, the 60-day clock is running. You have until late June 2026 to submit a complete electronic application for permanent residence (e-APR), including police certificates, medical exam results, proof of funds, IELTS or TEF/TCF certificates, ECA report, and supporting documents for any claimed CRS points. Missing the 60-day deadline forfeits the ITA and returns the profile to the pool.
