What’s Changing in Canada This May 2026
May 2026 brings a wave of federal rule changes that affect newcomers, taxpayers, refugee claimants, federal public servants, and Canadians broadly. From healthcare cost-sharing under the Interim Federal Health Program to year-round CRA reviews, daily compound interest on unpaid taxes, new bank liquidity rules, and a return-to-office mandate for federal executives — this month rolls out one of the busier regulatory updates of 2026.
Here’s the full breakdown — what changed, when it took effect, and who’s affected.

Key Changes Effective May 2026
- May 1: New IFHP co-payments for refugee claimants and protected persons

Healthcare: New IFHP Co-Payments (Most Important for Newcomers)
Effective May 1, 2026, the federal Interim Federal Health Program — which provides temporary healthcare coverage to refugee claimants, protected persons, resettled refugees, victims of human trafficking, immigration detainees, and certain other eligible individuals — now requires beneficiaries to pay cost-sharing co-payments:
- $4 per eligible prescription medication filled or refilled
- 30% of the cost of supplemental health products and services — including dental care, vision care, counselling, physiotherapy, speech-language therapy, assistive devices, home care, and medical supplies/equipment
- Basic healthcare benefits (doctor visits, hospital care) remain fully covered, no co-payment
Examples in practice:
- 4 prescriptions in one visit = $16 in co-payments
- $200 supplemental service = beneficiary pays $60, IFHP covers $140
If you’re an IFHP beneficiary, always confirm coverage before treatment and use registered providers.
Tax: Daily Compound Interest on 2025 Unpaid Balances
If you owed taxes for 2025 and didn’t pay by April 30, 2026, the CRA started charging daily compound interest at 7% annually (the second-quarter 2026 prescribed rate, valid April 1 – June 30) on May 1, 2026. There’s no grace period. Interest applies to:
- Unpaid income tax
- Canada Pension Plan contributions
- Employment Insurance premiums
Pay options: online banking, CRA My Payment, financial institution, cheque with remittance voucher, or cash at Canada Post with a QR-coded voucher.
Tax: CRA Year-Round Post-Assessment Reviews
Starting in 2026, CRA shifted from a seasonal post-assessment review schedule to year-round. Reviews can land any month of the year. May 2026 is the first full month after the April 30 filing deadline, so volume is typically high.
A post-assessment review is routine verification — not a full audit. CRA verifies deductions, credits, and reported income against third-party reports. Common documents requested:
- Receipts/proof for charitable donations
- Medical expense receipts
- Childcare expense receipts
- Moving expenses
- Tuition (T2202)
- Employment expenses (T2200)
- Remote-work-related claims
- Disability tax credit documents
- Canada Caregiver Credit documents
- Support payment records
You’ll receive a letter via mail or CRA My Account with a response deadline. Keep tax documents for at least six years after filing date.

Banking: OSFI Liquidity Rules
The Office of the Superintendent of Financial Institutions (OSFI) Liquidity Adequacy Requirements guideline took effect May 1, 2026. It applies to federally regulated banks, bank holding companies, trust companies, and loan companies. Two key measures:
- Liquidity Coverage Ratio (LCR) — banks must hold high-quality liquid assets to cover 30 days of stress outflows
- Net Stable Funding Ratio (NSFR) — banks must maintain stable funding for assets and off-balance-sheet activity over a one-year horizon
For consumers: this means stronger cash reserves and stress buffers across the Canadian banking system. No direct impact on personal accounts.
Federal Public Service: Five-Day Onsite Mandate
Effective May 4, 2026, all federal public service executives in the EX group and equivalent classifications must work onsite five days per week. The mandate covers the core public administration — including major departments like CBSA, Health Canada, Natural Resources Canada, Public Services and Procurement Canada, and Statistics Canada. Separate agencies are encouraged to follow.
The Treasury Board Secretariat issued letters to deputy heads in February 2026. A broader minimum four-day onsite requirement for all eligible federal public servants takes effect July 6, 2026. The Public Service Alliance of Canada has criticized the mandate.
Other May Changes
- Canadian Armed Forces housing — shelter charges adjusted by CPI on May 1; increases capped at $100/month; some members qualify for a 25% gross household income reduction
- Transport Canada brake standard — technical update for vehicle manufacturers and regulated auto-sector businesses; no impact on existing drivers or vehicles
- Chicken production quota rules — federal supply-management regulation for poultry producers, effective May 3
- Cabot Trail pedestrian restriction — May 15 to October 25, 2026, between French Lake Look-Off and Veteran’s Monument Look-Off in Cape Breton Highlands National Park
What This Means for You
If you’re a refugee claimant or protected person on IFHP
Budget for the new co-payments. $4 per prescription and 30% on supplemental services adds up. Confirm provider registration before treatment to avoid claims rejections.
If you owe 2025 taxes
Pay the balance immediately to stop the interest clock. Even a partial payment cuts daily compound interest. CRA also offers payment arrangements for hardship cases.
If you filed your 2025 return
Be prepared for a CRA review notice at any time of year — not just summer. Have your receipts and supporting documents organized and digitized.
If you’re a federal public servant in the EX group
The five-day onsite mandate is now in effect. Plan your schedule accordingly.
If you’re in CFHA housing
Check your shelter charge adjustment. Increases are capped at $100/month, and the 25% gross household income reduction may apply.
If you visit Cape Breton Highlands National Park
The Cabot Trail pedestrian restriction begins May 15. Plan around the affected section.
