- Atlantic High-Skilled Program (AHSP) — TEER 0–3 offer, ≥1 year duration, 1,560 hrs experience, CLB 5, 1-year post-secondary (TEER 0/1) or high school (TEER 2/3). Eligibility page

2026 restrictions: New Brunswick paused new employer designation applications (Feb 3, 2026) and is not endorsing NAICS 72 positions or NOC 14400, 60020, 62010, 62101, 64100, 94142. NB endorsements for candidates outside Canada are limited to health care, education, and construction sector recruitment. Newfoundland and Labrador issues AIP invitations through its EOI model. What is the Atlantic Immigration Program (AIP)?
The AIP is an employer-driven federal permanent-residence program launched in 2022 (replacing the Atlantic Immigration Pilot). It allows designated employers in the four Atlantic provinces to hire skilled foreign nationals and international graduates for permanent, full-time positions. Once the employer endorses your job offer, you apply directly to IRCC for permanent residence — no provincial nomination required.
The three AIP streams
- Atlantic High-Skilled Program (AHSP) — TEER 0, 1, 2, or 3 job offer; CLB 5 (TEER 0-3) or CLB 4 (some occupations); high-school education or equivalent + ECA.
- Atlantic Intermediate-Skilled Program (AISP) — TEER 4 job offer; CLB 4 language; high-school + ECA.
- Atlantic International Graduate Program (AIGP) — Any TEER; graduated from a recognized Atlantic post-secondary institution within the past 24 months; CLB 5 language; no work-experience requirement.
Common AIP requirements (all streams)
- Full-time, non-seasonal job offer from a designated employer in one of the four Atlantic provinces (offer must be at least 1 year for TEER 0-3, permanent for TEER 4).
- Language test results (IELTS General, CELPIP General, TEF Canada, or TCF Canada) meeting the minimum for your stream.
- Educational Credential Assessment (ECA) if your credential is foreign.
- Settlement funds (based on family size) unless you’re already legally working in Canada.
- A signed Provincial Endorsement (Certificate of Endorsement) from the province where you’ll work.
2026 program updates
- New Brunswick (Feb 3, 2026): Endorsement pauses in food-service and retail sectors; priority given to healthcare, construction, and STEM.
- New Brunswick (May 4, 2026): Sector caps introduced for designated-employer endorsements; construction and healthcare uncapped.
- Newfoundland and Labrador: AIP invitations now issued through the NL Expression of Interest (EOI) model.
- Nova Scotia & PEI: No major changes; standard endorsement process continues.
