NSNP Streams at a Glance

Understanding which stream suits your profile is the first step in an NSNP application:

  • Labour Market Priorities: NSNP proactively selects candidates from the IRCC Express Entry pool based on Nova Scotia’s labour market needs. No separate application — candidates receive a Notification of Interest if their EE profile matches provincial priorities.
  • Skilled Worker: For workers with a permanent, full-time NS job offer in a TEER 0–3 occupation. Requires submission of an EOI since November 28, 2025.
  • Experience: Express Entry: For candidates with an active Express Entry profile and Nova Scotia work experience or a NS job offer. Aligned with EE — nomination adds +600 CRS points.
  • Entrepreneur: For experienced business owners with minimum $600,000 net worth (Halifax area) or $300,000 (rural NS) and minimum investment of $500,000 (Halifax) or $150,000 (rural).
  • International Graduate Entrepreneur: For graduates of Nova Scotia post-secondary institutions who are starting a NS business. Lower thresholds than the standard Entrepreneur stream.

All non-employer streams use the EOI system. Employer-driven streams (Skilled Worker, Experience: Express Entry) also require an EOI since November 2025.

The EOI / NOI Process

The unified EOI system means all NSNP candidates start with the same first step:

  1. Submit EOI: Register your Expression of Interest on the NSNP portal. Provide accurate information on language, work experience, education, occupation, and Nova Scotia connection.
  2. Await NOI: NSNP assesses profiles in draws. The highest-scoring candidates receive a Notification of Interest.
  3. Apply within 30 days: Accept the NOI and submit a complete application within 30 days. There is no fee to pay at the provincial stage.
  4. NSNP assesses application: Processing typically takes 3–6 months; some streams can be as fast as 6–8 weeks.
  5. Receive nomination: NSNP issues a nomination certificate.
  6. Apply for federal PR: Submit IRCC PR application — EE-linked (~7 months) or base PNP stream (~13 months).

No Provincial Fee — What This Means

Nova Scotia’s decision to charge no provincial application fee for any NSNP stream reduces the upfront cost of pursuing a provincial nomination significantly. Every other province in Canada charges at least $250–$500 at the provincial stage; Nova Scotia charges $0. This means your out-of-pocket costs for the provincial stage are limited to language testing, ECA, and police clearances.

The federal PR application fees remain standard: $1,525 per principal applicant, $575 RPRF, and $85 biometrics (individual) or $170 (family). Business immigration streams attract a higher federal fee of $2,385.

Do I need to live in Nova Scotia before applying?

For the Labour Market Priorities stream, no — NSNP selects from the Express Entry pool regardless of your location. Is there really no provincial fee for NSNP?
