The NLPNP Skilled Worker stream is Newfoundland and Labrador’s primary employer-driven immigration pathway for skilled workers who hold a permanent, full-time job offer from an NL employer. With all provincial fees waived since December 5, 2025, and a 25-business-day processing target, the stream has become one of the most cost-effective and potentially fast PNP pathways in Canada.

Applicants must have at least one year of relevant work experience in the offered position and meet minimum language requirements at CLB 4–5 (depending on NOC). The stream is accessible to both overseas applicants and workers already in Canada, making it broadly applicable across a range of situations. An Express Entry-linked pathway is available for candidates with an active EE profile.

Points Assessment Grid

NLPNP assesses Skilled Worker applications on a points grid. Factors include:

  • Age: Applicants aged 21–45 score highest; scores decline for older applicants.
  • Education: Higher credentials (master’s, bachelor’s) score more than diplomas or certificates.
  • Language: Higher CLB scores yield higher points, up to a maximum.
  • Work experience: Duration and skill level of relevant experience.
  • Job offer: Permanent, full-time NL offer is the highest-scoring single factor.
  • Adaptability: Prior NL connections (family, education, work) add additional points.

The minimum 67-point threshold means applicants with weaker profiles in certain categories can compensate by scoring highly in others. Language improvement is often the most accessible way to increase your score.

Application Process

  1. Confirm eligibility and score: Verify job offer, NOC, work experience, language, and calculate your estimated NLPNP points.
  2. Gather documents: Compile employment letters, pay stubs, language results, credentials, police clearances.
  3. Submit application: Apply online to NLPNP. No provincial fee applies.
  4. NLPNP reviews: Target 25 business days for complete applications.
  5. Nomination issued: Apply for federal PR — EE-linked (~7 months) or base PNP (~13 months).

Frequently Asked Questions

Can I apply from overseas, or do I need to be in Canada?

The NLPNP Skilled Worker stream is available to both overseas applicants and candidates already in Canada. What you need in either case is a genuine, permanent, full-time job offer from an NL employer — not necessarily current Canadian presence.

What is the minimum points score for the NLPNP Skilled Worker stream?

The minimum score is 67 out of 100 on the NLPNP assessment grid. Most successful applicants score significantly above this minimum. Key scoring factors include the NL job offer (high weight), language, and work experience.

Does my year of work experience need to be in NL specifically?

No. The 1-year work experience requirement can be met anywhere in the world — it does not need to be NL experience. The experience must be in an occupation closely related to the position offered by the NL employer.

How do I find an NL employer willing to hire me?

NL has job boards specific to the province (Skills NL, Job Bank Canada with NL filter), and sector-specific employers in healthcare and energy are often actively recruiting. Networking through professional associations and engaging immigration recruiters focused on Atlantic Canada can also be effective.

Can I include my spouse in my NLPNP application?

Your spouse or common-law partner is included in the federal PR application (not the provincial stage). Your spouse can be listed as an accompanying dependent in the IRCC PR application and will receive PR status at the same time as you.
