Home/Services/Permanent Residency/Express Entry: Complete Guide for Canadian PR 2026

Share:

Express Entry manages applications for the Federal Skilled Worker Program (FSW), Canadian Experience Class (CEC) and Federal Skilled Trades Program (FST). Candidates must first qualify for a program, then compete for an invitation through the Comprehensive Ranking System (CRS). Entering the pool does not guarantee an invitation or permanent residence.

Reviewed October 17, 2026. The November 3 changes below are upcoming. They must not be applied to a calculation under the rules in effect before that date.

Program Eligibility and CRS Are Separate

  • FSW: Requires qualifying paid, continuous skilled experience, language and education requirements, and at least 67 points on the separate FSW selection grid. Foreign education requires an ECA. Official FSW criteria.
  • CEC: Requires qualifying authorized Canadian skilled work experience within the preceding three years and the applicable language level. Work gained while studying full-time, including co-op work, does not count for the CEC minimum. Education is not an eligibility requirement. Official CEC criteria.
  • FST: Requires eligible skilled-trade experience, language results and either a qualifying job offer or a qualifying Canadian Certificate of Qualification, along with the other program requirements. Official FST criteria.

Job Offers: Current Rules and November 3, 2026 Changes

The old 50/200 CRS job-offer points were removed on March 25, 2025. They do not apply to current pool scoring before November 3, 2026. A qualifying job offer can still matter for program eligibility. March 2025 ministerial amendment.

From November 3, 2026, the Labour Market Integration factor compares two complete alternatives and awards the higher score:

  • Canadian work-length points plus an eligible high-wage experience bonus of 20, 40 or 70 points; or
  • 50, 70 or 100 points for a qualifying job offer in the corresponding eligible high-wage occupation tier.

The two alternatives are not added together. High-wage experience requires at least 12 months of qualifying Canadian experience in the eligible occupation tier or combination. The experience alternative can reach 150 points without an accompanying spouse or partner, or 140 with one. IRCC’s full November 3 rules.

High-wage tiers are based on the national median for the occupation’s NOC, not your personal salary. Use IRCC’s eligible occupation list. The November 3 removal of LMIA requirements concerns qualifying Express Entry job offers; it does not abolish LMIA requirements for all work permits. Officers still assess whether an offer is genuine. IRCC’s announcement and scope.

Category-Based Draws

Category eligibility does not replace program eligibility or CRS ranking. IRCC ranks eligible candidates and invites the highest-ranked under each round’s instructions. An eligible occupation need not always be the profile’s primary occupation: apply the exact experience and NOC rules for the category.

Current categories include French proficiency; healthcare and social services; STEM; trades; education; transport; physicians, senior managers and researchers with Canadian work experience; and skilled military recruits. Agriculture is not on the current category list. Criteria and invitation rounds can change. Official current categories and requirements.

Language Tests, Documents and Funds

Accepted tests include IELTS General Training, CELPIP-General, PTE Core, TEF Canada and TCF Canada. Results must satisfy the program’s requirements and remain valid at the required stages. Official test rules.

Prepare the documents required for your own application, including work evidence, identity records, applicable ECA, police certificates, medical information and funds evidence. CEC applicants do not need settlement-funds proof. For FSW/FST, the exemption generally requires both authorization to work in Canada and a valid job offer. A work permit alone is insufficient. Official proof-of-funds rules.

Fees and Application Timing

For applications subject to the fees effective April 30, 2026, the principal applicant and accompanying spouse or partner each pay CAD $990 processing plus $600 right of permanent residence fee, for $1,590 each. An accompanying dependent child’s processing fee is $270. Biometrics and other costs may be additional. Official fee changes.

After an invitation, submit the complete PR application within the deadline shown, normally 60 days. Use IRCC’s document checklist and current instructions rather than assuming previous biometrics or medical results can automatically be reused. Processing estimates vary and do not guarantee a decision date. Official application instructions.
