The Newfoundland and Labrador Provincial Nominee Program (NLPNP) has undergone a significant transformation in late 2025, positioning itself as one of Canada’s most candidate-friendly provincial programs. Effective December 5, 2025, all provincial processing fees were eliminated — the NLPNP now charges $0 at the provincial stage for all streams, following in Nova Scotia’s footsteps. Combined with a target processing time of just 25 business days for most streams, these changes reflect NL’s ambition to triple its newcomer intake to address acute labour shortages in healthcare, technology, skilled trades, and the fisheries and energy sectors.

The NLPNP offers four active streams: Priority Skills Newfoundland and Labrador (for workers in designated priority occupations), Skilled Worker (for workers with an NL employer job offer), International Graduate (for post-secondary graduates working in NL), and International Entrepreneur (for business owners investing in NL). Express Entry-linked nominations are available through most streams, providing +600 CRS points to eligible candidates.

All streams now charge $0 at the provincial stage. Federal PR fees apply as standard: $1,525 (principal applicant), $575 RPRF, $85 biometrics (individual), or $170 (family).

Why NL’s Fee Elimination Changes the Calculus

Prior to December 5, 2025, the NLPNP charged provincial fees ranging from $250–$1,000 depending on the stream. By eliminating these fees entirely, NL has reduced the financial barrier to entry and aligned itself with Nova Scotia as one of only two provincial programs with no provincial application cost.

For candidates weighing multiple provincial options, the fee savings are meaningful — particularly for families applying with multiple dependants. More importantly, the fee elimination signals NL’s urgency in attracting skilled immigrants to address demographic challenges. The province has committed to faster processing times alongside the fee reduction, with a 25 business-day target that, if maintained, would make NLPNP one of the fastest PNP streams in the country.

Express Entry Integration

Most NLPNP streams offer an Express Entry-linked nomination pathway. For candidates with an active EE profile, the NLPNP nomination adds 600 CRS points, virtually guaranteeing a federal Invitation to Apply. Use the CRS Calculator to understand your current score and how an NLPNP nomination would affect it.

For candidates without an EE profile, the base PNP federal stream is available, with IRCC processing approximately 12–14 months after the provincial nomination. Both federal routes are available for most NLPNP streams — your regulated immigration consultant can advise on which route suits your situation best.

Newfoundland and Labrador — The Settlement Proposition

Beyond the immigration mechanics, Newfoundland and Labrador offers a genuine quality of life proposition for newcomers: significantly lower housing costs than major urban centres, a close-knit community environment, and growing demand for skilled workers in healthcare, energy (including offshore oil), technology, and construction. St. John’s, the provincial capital, has an increasingly active newcomer community and services tailored to new immigrants.

The province’s commitment to tripling immigration numbers means that support services for newcomers are actively expanding. Candidates who are open to settling in Atlantic Canada should consider NL alongside Nova Scotia, New Brunswick, and Prince Edward Island as part of a broader Atlantic immigration strategy.

Frequently Asked Questions

Are all NLPNP fees truly $0 now?

Effective December 5, 2025, all provincial processing fees for NLPNP streams were eliminated. Federal PR fees ($1,525, RPRF, biometrics) still apply — only the provincial stage fee is $0. The previous provincial fee for the Entrepreneur stream ($1,000) has also been waived.

What does the 25 business-day processing target mean in practice?

It means NLPNP aims to complete provincial assessment of a complete application within 25 business days (approximately 5 calendar weeks). This is a target, not a guarantee — incomplete applications or applications requiring additional information will take longer. Submitting a complete, well-organised application is essential to benefit from this processing speed.

Do I need to have a job offer for all NLPNP streams?

All economic streams currently require an NL employer job offer. There is no points-based or no-job-offer pathway under the current NLPNP structure. Candidates without a job offer should focus on securing NL employment before applying.

Is Newfoundland and Labrador accessible for families with children?

Yes. NL has publicly funded schools, post-secondary institutions, and healthcare accessible to all residents. St. John’s and other communities have established newcomer settlement services. Housing costs in NL are among the lowest of any Canadian province, making it genuinely affordable for families.

Can I apply to NLPNP if I am working outside Canada?

Yes. The Skilled Worker stream is open to overseas applicants with an NL employer job offer. The job offer can be for future employment starting after you receive your nomination and temporary work permit or PR status. Your employer will need to provide a genuine, permanent, full-time offer.
