No job offer is required. The stream asks for an active Express Entry profile, proof of Ontario doctoral study, language test results, and evidence of the intent to settle in Ontario permanently. The provincial fee is $1,500. Eligibility Requirements

The PhD Graduate stream has a concise but firm set of criteria:

  • Institution: Must be currently enrolled in or have graduated from a PhD program at an eligible Ontario university (publicly funded).
  • Study duration: Must have studied full-time for at least 2 years at the Ontario institution. Part-time enrolment does not count toward this minimum.
  • Recency (if graduated): Must have graduated within the past 2 years. Current students who are still enrolled satisfy this requirement automatically.
  • Active Express Entry profile: Must have a valid, active EE profile at the time of the OINP application.
  • Language: Must meet the minimum language threshold for the EE program under which the EE profile is registered (typically CLB 7 for FSW; CLB 7 for CEC). There is no separate language requirement from OINP — your EE profile language scores must meet IRCC minimums.
  • Intention: Must intend to live and work in Ontario permanently.

Unlike most immigration streams, the PhD Graduate stream does not require candidates to be employed or even to have post-graduation work experience. The emphasis is entirely on academic achievement in Ontario. This makes it an excellent option for doctoral students who are still writing or defending their thesis and have not yet accumulated significant Canadian work experience.

Applying as a Current Student vs. a Graduate

Current students applying before graduation should provide proof of active enrolment — typically an official letter from the university’s registrar confirming full-time PhD enrolment, expected completion date, and duration of study. Transcripts showing completion of at least 2 years of coursework and research are also required. OINP is aware that PhD timelines vary and that candidates may receive a nomination while still completing their dissertation.

Candidates who have already graduated submit their PhD degree certificate and official transcript. The graduation date must fall within 2 years of the OINP application submission date. Graduates who are working in Canada on a PGWP after their PhD may also consider the Canadian Experience Class or other streams, but the PhD Graduate stream remains one of the simplest options if the 2-year window is still open.

Application Process

  1. Verify eligibility — confirm your university is on OINP’s eligible list and that you have completed at least 2 years of full-time doctoral study.
  2. Create or update your Express Entry profile — must be active at the time of submission.
  3. Register in the OINP e-Filing Portal and complete the application form, entering your EE profile number.
  4. Gather and upload documents — enrolment letter or degree certificate, transcripts, language test results, police clearances, and proof of Ontario study.
  5. Pay the $1,500 provincial fee and submit.
  6. OINP review — approximately 30–60 days. No interview is typically required.
  7. Provincial nomination issued — update Express Entry profile for +600 CRS points.
  8. Receive federal ITA and submit PR application to IRCC — approximately 7 months processing, including biometrics and medical exam.

Frequently Asked Questions

I am in my 3rd year of a PhD but haven’t defended yet. Can I apply?

Yes. The OINP PhD Graduate stream allows current students who have been enrolled full-time for at least 2 years to apply, even if they have not yet defended or graduated. You will need a registrar’s letter confirming full-time enrolment and your expected completion date. The nomination, if approved, remains valid regardless of whether you graduate before or after receiving it.

Does the field of study matter for the PhD Graduate stream?

No. Unlike the BC PNP International Post-Graduate stream, the OINP PhD Graduate stream does not restrict eligible fields of study to STEM. A PhD in humanities, social sciences, fine arts, or any other discipline from an eligible Ontario university qualifies.

What happens if my Express Entry profile expires while my OINP application is under review?

If your EE profile expires during OINP processing, you should immediately create a new profile and notify OINP of the new profile number. Letting your profile lapse without renewing it may result in your application being refused, as an active EE profile is a mandatory eligibility requirement.

Can I work in any province after receiving PR through the PhD Graduate stream?

Permanent residents have the constitutional right to live and work anywhere in Canada. However, OINP nominations are granted on the basis of a declared intention to settle in Ontario. While there is no legal enforcement mechanism after PR is granted, misrepresenting your intention at the time of application is a serious matter. Candidates who genuinely plan to settle in Ontario should apply; those planning to live elsewhere should consider other federal streams.

Is there a quota or draw for the PhD Graduate stream?

Unlike the Human Capital Priorities stream (which operates through targeted draws from the Express Entry pool), the PhD Graduate stream is assessed on a first-come, first-served basis subject to Ontario’s annual nomination cap. When the cap is reached for the year, OINP may pause intake. Applying early in the calendar year is advisable.
