What the Stream Was Designed For

The OINP Skilled Trades stream previously provided a pathway for workers employed in NOC TEER 2 or 3 skilled trade occupations in Ontario. The stream required a valid Certificate of Qualification issued by a recognised Ontario regulatory body (typically the Ontario College of Trades or a provincial licencing authority), a permanent, full-time job offer from an Ontario employer, and a language test result meeting CLB 5 minimum.

The stream was offered in both an Express Entry-linked version (for candidates with active EE profiles) and a non-EE base stream version. The Express Entry version provided +600 CRS points upon nomination; the base stream version resulted in a direct federal paper-based PR application.

Ontario suspended the stream after identifying patterns of fraudulent applications — including misrepresented Certificates of Qualification and fabricated job offers. The suspension reflects Ontario’s broader tightening of Employer Job Offer stream integrity in 2025, which also included the introduction of mandatory employer Position Approvals for the remaining employer-driven streams.

What Led to the Suspension

OINP’s November 2025 suspension of the Skilled Trades stream followed an investigation into systemic patterns of fraud and misrepresentation in applications. Specific concerns included: fraudulent Certificates of Qualification (forged or purchased documents purporting to be from Ontario regulatory bodies), fabricated job offers from Ontario employers who were not genuine, and candidates misrepresenting their identity, work experience, or credentials.

The suspension reflects a broader tightening of Ontario’s immigration program integrity measures that also led to the introduction of mandatory employer Position Approvals for the remaining Employer Job Offer streams in July 2025. Ontario’s immigration program has come under increasing scrutiny from IRCC and the provincial auditor, and the compliance reforms introduced in 2025 represent a significant structural change in how OINP manages applicant and employer fraud risk.

Legitimate skilled trades workers — those with genuine Certificates of Qualification and genuine Ontario job offers — were caught in the suspension through no fault of their own. Their refunded applications leave them without a clear OINP route until and unless the stream is reinstated under a reformed intake framework.

Alternative Pathways for Skilled Trades Workers

Workers who were pursuing the OINP Skilled Trades stream have several alternative routes worth considering:

  • OINP Employer Job Offer – Foreign Worker Stream: If your skilled trades occupation falls under NOC TEER 0, 1, 2, or 3 and your Ontario employer is willing to obtain a Position Approval, this stream may be a direct substitute. The employer-initiated process provides a similar outcome (provincial nomination leading to federal PR) and processes in approximately 120–150 days provincially.
  • Federal Skilled Trades (FST) through Express Entry: The FST program within IRCC’s Express Entry system is designed specifically for skilled trades workers. It requires at least 2 years of paid full-time (or equivalent part-time) work experience in an eligible skilled trade within the past 5 years, CLB 5 language results, and either a qualifying job offer or a Certificate of Qualification from a Canadian authority. While FST draws through Express Entry have been infrequent, category-based draws targeting the trades sector do occur.
  • Express Entry Skilled Trades Category-Based Draws: IRCC has held draws specifically selecting candidates in skilled trades occupations (TEER 2 and 3). These draws can select candidates at lower CRS scores than general rounds. Ensuring your NOC and profile are optimised for these draws is worthwhile.
  • Other PNP Streams: Several other provinces — including Saskatchewan (SINP), Alberta (AAIP), and Nova Scotia (NSNP) — have streams specifically targeting skilled trades workers. Applicants willing to settle outside Ontario may find faster pathways in other provinces.

Frequently Asked Questions

Was my refunded OINP Skilled Trades application counted against my immigration record?

No. Applications that were returned by OINP as part of the November 2025 suspension were not adjudicated — they were returned without a decision on the merits. A returned application does not constitute a refusal and should not negatively affect your immigration history. You remain free to apply through other OINP streams or federal programs.

When will the OINP Skilled Trades stream reopen?

OINP has not announced a reinstatement date as of early 2026. The stream is described as under review. Given the seriousness of the compliance concerns raised, reinstatement — if it occurs — is likely to come with substantially reformed intake and verification processes. Does the Federal Skilled Trades program have better processing times than OINP?

Federal Skilled Trades within Express Entry is subject to CRS-based draws.
