OWP Eligibility & Self-Employed Physician Pathway (2026)

General OWP eligibility (all pathways)

  • Intent to reside in Ontario after obtaining permanent residence
  • Legal status in Canada at time of application, if applying from within (work or study permit)
  • Medical admissibility and criminal admissibility to Canada
  • Truthful representation of all documents (misrepresentation = 5-year federal ban)

TEER 0-3 Job Offer pathway

  • Full-time, permanent job offer (or 2+ year fixed-term contract) at TEER 0-3
  • Position is at or above median wage for that NOC in the Ontario region
  • Language: CLB 6 baseline; CLB 5 for listed skilled trades (IELTS General, CELPIP-G, PTE Core; TEF/TCF Canada). Test dated within 2 years.
  • Recent Ontario graduate exemption: no language test required if you completed an eligible Ontario post-secondary program within the past 2 years.
  • Post-secondary credential (foreign credentials require an ECA)

TEER 4-5 Job Offer pathway

  • Full-time, permanent job offer at TEER 4 or 5
  • Wage at or above median for the occupation in the region
  • Language: CLB 4 minimum. No recent-graduate exemption at this TEER.
  • Canadian secondary diploma or foreign equivalent with ECA
  • Special rule: NOC 73300 (truck drivers) and 73301 (bus/transit drivers) must show 6 months consecutive Ontario work experience regardless of licensing.

Self-Employed Physician pathway (no job offer)

Ontario’s only OWP route without a job offer, designed to address physician shortages. Points cap is approximately 112 (wage factor doesn’t apply the same way).

  • Valid College of Physicians and Surgeons of Ontario (CPSO) registration in good standing
  • Active OHIP billing number OR documented eligibility to obtain one
  • Medical Doctor degree (MD) — foreign MDs require Medical Council of Canada verification
  • Intent to practice — family medicine or specialty — in Ontario, especially in under-served or priority communities
  • Business plan demonstrating self-employed clinical practice (solo, group, or telehealth)

Physicians nominated under this pathway can opt into Express Entry (+600 CRS) and typically clear federal PR processing within 6 months of nomination.

Cross-occupation exceptions (the only 3 allowed)

OWP normally requires that your Ontario work experience match the exact NOC of the job offer for maximum points. Only three cross-occupation exceptions exist:

  • Engineering: NOC sub-major 213 (engineering professionals) ↔ 223 (engineering technical)
  • Pharmacy: NOC 31120 (pharmacists) ↔ 33103 (pharmacy assistants)
  • Nursing: NOC 32101 (LPN) or 31301 (RN/RPN) ↔ 33102 (nurse aides / orderlies)
