A permanent resident card (PR card) is the official identity document that proves a foreign national’s permanent resident status in Canada. It is required to board commercial flights, trains, and boats bound for Canada, and is commonly used as proof of status for employment, provincial services, and financial institutions. The card is not the PR status itself — your status is a legal designation separate from the card — but a valid card is practically essential for international travel and many everyday transactions.

PR cards expire and must be renewed before travel outside Canada. An adult’s PR card is valid for five years; a child under 14 receives a card valid for one year. Renewing the card does not affect your underlying PR status, but failure to meet the residency obligation — 730 days physically present in Canada in the five years preceding the renewal application — can lead to IRCC questioning your status during the renewal process. Understanding how the residency obligation interacts with the card renewal application is important for any PR who has spent significant time outside Canada.

Eligibility Requirements

  • Must be a permanent resident of Canada (not yet a citizen) with a valid PR status
  • PR card valid for 5 years (adults); 1 year (children under 14)
  • Must have met the PR residency obligation: physically in Canada for 730 days in the last 5 years
  • Must have a Canadian address for delivery
  • Applications submitted online through secure IRCC account
  • PR card renewal does not affect PR status itself — residency obligation is assessed separately

The Residency Obligation and What It Means for Renewals

To maintain permanent resident status in Canada, you must be physically present in Canada for at least 730 days out of every five-year period. This is your residency obligation. The PR card renewal application does not automatically trigger a residency obligation assessment — IRCC officers assess the obligation based on the travel history declared in your renewal application.

If your travel history shows fewer than 730 days in Canada over the relevant five-year period, an officer may note a potential residency obligation breach. This does not automatically cause a loss of PR status, but it can result in a referral to an officer for further review, a hearing before the Immigration Division, or in serious cases, a removal order. If you believe you are close to or below the 730-day threshold, consult a regulated immigration consultant before submitting your renewal application.

Certain absences from Canada can count toward your residency obligation: time accompanying a Canadian citizen spouse or common-law partner abroad; time working for a Canadian business or the federal or provincial government while abroad; and time accompanying a PR spouse or common-law partner who is employed by a Canadian business abroad.

How to Apply for a PR Card Renewal

PR card renewals and new cards are processed entirely online through IRCC’s secure portal:

  1. Create or log into your IRCC secure account and complete the Application to Renew/Replace a Permanent Resident Card (IMM 5444 or the online equivalent).
  2. Prepare your travel history: a complete list of all trips outside Canada over the past five years including destination, departure date, and return date. Accuracy is essential — IRCC cross-references against CBSA records.
  3. Gather supporting documents: current or expired PR card, valid passport or travel document, proof of current Canadian address (utility bill, bank statement, lease agreement), and two photos per IRCC’s PR card photo specifications.
  4. Pay the $50 CAD government fee online.
  5. Submit your application and await processing.
  6. Your new card is mailed to your Canadian address — IRCC cannot deliver PR cards to addresses outside Canada.

As of April 2025, IRCC’s processing times are: new first-time PR cards approximately 14 days; renewals approximately 11 days. These are very fast compared to other immigration applications, but processing times can vary.

Key Considerations

Canadian address required: The PR card can only be mailed to a Canadian address. If you are currently outside Canada, you cannot apply for a PR card renewal — you must apply for a PR Travel Document instead to return to Canada, then apply for the card once back.

Do not wait until your card expires: If your PR card expires while you are outside Canada, you cannot board a commercial carrier bound for Canada without a valid PR card or PR Travel Document. Apply for renewal several months before expiry if you travel internationally.

Expired card does not mean expired status: An expired PR card does not mean your PR status has expired. Status is determined by the residency obligation — not the card. However, without a valid card, you cannot board a flight to Canada and will face difficulties proving status at border crossings.

Frequently Asked Questions

How long does a PR card renewal take in 2026?

As of April 2025, IRCC processes PR card renewals in approximately 11 days and new first-time PR cards in approximately 14 days. These are among the fastest processing times in IRCC’s portfolio. Cards are mailed to the Canadian address on the application.

What happens if my PR card expires?

Your PR status is not affected by a card expiry — status depends on the residency obligation, not the card’s validity. However, you will not be able to board a commercial flight to Canada with an expired PR card. If your card expires while you are outside Canada, you must apply for a PR Travel Document at a Canadian visa office abroad.

I have been living outside Canada for more than three years — can I still renew my PR card?

You may be able to renew the card, but IRCC will assess your residency obligation compliance when reviewing your travel history. If you have not met the 730-day requirement in the past five years, your renewal application may lead to a residency obligation referral or a hearing. Seek professional advice before applying — a regulated consultant can assess your situation and advise on your options.

Can I travel outside Canada while waiting for my renewed PR card?

If your current card is still valid, you can travel. If your card has expired and you are waiting for the renewal, travel outside Canada is risky — you may not be able to board a return flight with an expired card. Wait until your new card arrives before travelling internationally.

Can I apply for a PR card renewal if I am currently outside Canada?

No. PR card applications can only be submitted from within Canada, and the card can only be mailed to a Canadian address. If you are outside Canada without a valid PR card, you must apply for a PR Travel Document at a Canadian visa office or embassy in your current location to travel back to Canada.
