Manitoba’s Two Francophone Immigration Pathways for 2026: MPNP Strategic Recruitment and the St-Pierre-Jolys FCIP

A French-speaking skilled worker eyeing Manitoba in 2026 has two separate PR pathways running side-by-side, and understanding the split is the difference between an efficient nine-month file and a two-year mistake. On one side sits the Manitoba Provincial Nominee Program (MPNP), with a dedicated Francophone strategic recruitment initiative that has quietly issued invitations in every 2026 draw. On the other sits the Francophone Community Immigration Pilot (FCIP) in the Village of St-Pierre-Jolys, an entirely federal pathway with 25 priority occupations and a 40-spot quota that in most cases is faster and less demanding than MPNP.

This guide walks through both. It maps the 2026 MPNP invitation-only model, explains what Manitoba’s Francophone strategic initiative actually invites, and lays out the full St-Pierre-Jolys FCIP grid — priority occupations, points scoring, NCLC language thresholds, and the CDEM designation process that gates every application.

Pathway 1: MPNP Skilled Worker Stream with a Francophone Invitation

The Manitoba Provincial Nominee Program in 2026 is not the open-pool program it used to be. Every single Expression of Interest (EOI) draw this year has been invitation-only, targeting candidates the province has flagged through one of five Strategic Recruitment Initiatives (SRIs). Sitting in the pool with a high score alone will not get you invited.

The Manitoba Connection — a hard gate

Before anything else, MPNP requires an established connection to Manitoba. This is not a scoring factor — it is an eligibility prerequisite. Accepted forms of connection:

• Current full-time employment in Manitoba on a valid work permit (this is the Skilled Worker in Manitoba pathway).
• Previous work or study experience in Manitoba.
• Close family or friends who are Manitoba supporters (with continuous residency and a supporter role).
• A direct invitation from Manitoba under a Strategic Recruitment Initiative — this is the doorway for overseas francophone candidates who have no other Manitoba tie.

The Francophone Strategic Recruitment Initiative

The Francophone SRI runs invitation missions through Destination Manitoba fairs, francophone recruitment events in Belgium and France, and coordinated referrals from partner organizations including the Société de la francophonie manitobaine and the Economic Development Council for Manitoba Bilingual Municipalities (CDEM). Recent draw breakdowns show its consistent share of the invitation pie:

In short: the Francophone SRI produces roughly 15 to 20 invitations per two-week draw. Not enormous, but predictable — and crucially, these invitations bypass the Manitoba Connection scoring headache because the invitation itself establishes the connection.

Getting on the Francophone invitation radar

1. File a complete EOI at immigratemanitoba.com declaring French-language ability with a valid TEF Canada or TCF Canada score.
2. Register with the Société de la francophonie manitobaine and the CDEM as an interested francophone candidate.
3. Attend or apply to a Destination Manitoba francophone recruitment mission when one is announced.
4. Ensure your EOI lists a NOC in a Manitoba priority sector — healthcare, trades, education, information technology, francophone community services.
5. If invited, you have exactly 60 calendar days from the LAA to submit a complete application with $500 CAD provincial application fee.

Pathway 2: St-Pierre-Jolys FCIP (Federal, Employer-Led)

The Francophone Community Immigration Pilot is a federal program launched by IRCC on January 30, 2025. St-Pierre-Jolys, a village of about 1,200 residents located 50 kilometres southeast of Winnipeg, was selected as one of six francophone-minority communities across Canada. It opened for candidate recommendations on July 19, 2025 with a first-year quota of 40 permanent residence spots.

2026 priority sectors and occupations

St-Pierre-Jolys refreshed its priority list in March 2026, adding a sixth sector (Natural Resources, Agriculture) and modifying the priority occupations. There are now 25 priority NOCs across six sectors:

Note: General practitioners, family physicians, registered nurses, nurse practitioners, dentists, veterinarians, carpenters, electricians, and financial advisors were removed from the 2025 list and are no longer priority occupations for 2026.

The five-factor point grid

St-Pierre-Jolys ranks recommendation applicants on a 50-point minimum threshold across five equally-weighted factors:

• Job offer — 10 points
• Work experience — 10 points
• Language proficiency — 10 points
• Education level — 10 points
• Intent to settle in St-Pierre-Jolys — 10 points

All 50 points must be secured for the file to enter the recommendation pool. Unlike Express Entry, this is a pass-or-fail threshold — you are not competing against other candidates for a rank.

Baseline federal eligibility (all FCIP files)

• Language: NCLC 5 in all four abilities on TEF Canada or TCF Canada. St-Pierre-Jolys requires NCLC 6 for TEER 0-1 job offers.
• Work experience: 1 year (1,560 hours) of related experience in the last 3 years, at a TEER level matching your job offer (TEER 0/1 offer: experience in TEER 0-3; TEER 2 offer: experience in TEER 1-4; TEER 3/4 offer: experience in TEER 2-4; TEER 5 offer: experience in same 5-digit NOC).
• Education: Canadian secondary school or higher, or foreign equivalent with an Educational Credential Assessment (ECA).
• Settlement funds: $10,507 (single) up to $27,806 (family of seven). Waived if already working in Canada.
• Job offer: Full-time, non-seasonal, from a St-Pierre-Jolys designated employer.

The CDEM designation process for employers

Only designated employers can offer qualifying jobs. To be designated, an employer must:

• Be an active business operating continuously for at least 2 years within St-Pierre-Jolys municipal boundaries.
• Do at least 75% of business work inside the community.
• Complete free onboarding and intercultural competency training.
• Commit to supporting the candidate’s settlement and any accompanying family members.
• Have no outstanding penalties with the municipality, be current on property taxes, and comply with the Immigration and Refugee Protection Act.

The 50-point threshold is a pass-fail test rather than a competition, the year-one 40-spot quota gives you predictable capacity, and the two-year LMIA-exempt work permit lets you start work in the village while your PR file processes.
