This OINP stream is no longer accepting applications
On May 30, 2026, Ontario Regulation 47/26 revoked all nine previously operated Ontario Immigrant Nominee Program streams — including PhD Graduate. Ontario now nominates through a single active stream: the Ontario Workforce Priority (OWP).
What replaced this stream?
The Ontario Workforce Priority stream consolidates all previous OINP pathways into a single 130-point framework with three routes: TEER 0-3 Job Offer, TEER 4-5 Job Offer, and Self-Employed Physician.
PhD graduates from Ontario universities now apply through OWP with a qualifying Ontario job offer. Doctorates score 10 points under the Education factor. There is no longer a no-job-offer graduate pathway.
