The NLPNP International Graduate stream is Newfoundland and Labrador’s dedicated immigration pathway for graduates of Canadian post-secondary institutions who are working or have a job offer in NL. By targeting international students who have already invested in Canadian education, the stream seeks to retain graduates who have developed Canadian credentials, language skills, and work experience — making them highly suitable for permanent residency.

A key feature is that graduation need not be from an NL institution specifically — graduates from eligible post-secondary institutions anywhere in Canada who have at least half of their studies completed in Canada qualify. Eligibility Requirements

Eligibility Requirements

  • Language: CLB 4–5 minimum (varies by NOC).
  • No provincial fee: Effective December 5, 2025.
  • Intent: Genuine intention to reside and work in Newfoundland and Labrador.

Canadian Graduation — A Broad Qualification

One of the most significant features of the NLPNP International Graduate stream is that the qualifying graduation does not need to be from an NL institution. A graduate of the University of Toronto, University of Manitoba, BCIT, or any recognised Canadian post-secondary institution is eligible — provided at least half of their studies were conducted in person in Canada (not through distance/online programs only) and they now have an NL job offer.

This broadens the pool of eligible candidates considerably. Many graduates who completed PGWP positions in large urban centres (Toronto, Vancouver, Calgary) and then secured NL employment can qualify — making the stream accessible to the mobile graduate workforce.

Application Process

  1. Confirm graduation eligibility: Verify your institution and program meet NLPNP criteria; confirm 50%+ of studies were in-person in Canada.
  2. Secure NL job offer: Obtain a permanent, full-time offer from an NL employer in an eligible occupation.
  3. Compile documents: Canadian graduation certificate and transcript, PGWP, NL job offer, language results, police clearances.
  4. Submit application to NLPNP: No provincial fee. Target: 25 business days.
  5. Nomination issued: Apply for federal PR — EE-linked (~7 months) or base PNP (~13 months).

Frequently Asked Questions

Does my graduation need to be from a Newfoundland institution specifically?

No. Any recognised Canadian post-secondary institution qualifies — the graduation does not need to be from an NL school. You need at least 50% of your studies to have been conducted in Canada (in-person), and you need a current permanent, full-time NL job offer.

My PGWP is expiring in 3 months. Can I still apply?

You can apply provided you hold a valid PGWP (or other qualifying work permit) at the time of application. If expiry is imminent, consult a regulated consultant about extending your status — either through a PGWP extension (if eligible), another work permit, or a restoration of status application. Do not let your status lapse.

What if I completed part of my degree online due to COVID-19?

IRCC and some provinces introduced flexibilities for students whose in-person studies were disrupted by the COVID-19 pandemic. NLPNP may apply similar considerations — confirm with NLPNP whether your specific situation qualifies under any COVID-related study accommodation.

Can I apply to NLPNP International Graduate without an NL job offer if I plan to job-search after arriving?

No. A permanent, full-time NL job offer is required for the International Graduate stream. You must have the offer confirmed before applying — NLPNP does not nominate candidates who intend to search for employment after arrival.

Are there restrictions on which fields of study are eligible?

NLPNP does not publish a restricted list of ineligible fields of study for this stream. However, your credential must be from an eligible program — generally at least 1 academic year in duration. Short-term certificates, language programs, and some professional development courses may not qualify.
