Regional immigration is the single biggest lever in the 130-point OWP grid. Where the job offer physically sits — or where a self-employed physician’s practice address is — can move a profile by 15 points, which is the same weight the grid gives to the wage tier and to top-band official language ability. This page maps every Ontario municipality and census division into its OWP region so you know exactly what your job address is worth before you build your Expression of Interest.

How OWP regionalization works
OWP scoring uses six regional buckets. Your points come from the address of the physical work location listed on the employer’s job offer submission — not your home address, not the corporate headquarters, and not the payroll processing office. For self-employed physicians, the address that counts is the practice address you use for OHIP billing.
The six buckets and their point values under the OWP grid are:

The gap between the top and bottom bucket is fifteen points. For a candidate who is otherwise close to the cutoff, a job offer sixty kilometres north or west of Toronto often makes the difference between an invitation and a wait.
Northern Ontario — 15 points
Northern Ontario is the highest-scoring bucket in the OWP grid. It covers the thirteen northern census divisions and every municipality inside them.

Some of the larger urban centres inside Northern Ontario include Greater Sudbury, Thunder Bay, North Bay, Timmins, Sault Ste. Marie, Kenora, Kapuskasing, Elliot Lake, Kirkland Lake, Parry Sound, Bracebridge, Huntsville, Gravenhurst, Sioux Lookout, Dryden, Cochrane, and Fort Frances. Any employer with a physical operating address inside any of these municipalities — or anywhere else inside the thirteen census divisions above — qualifies for the fifteen-point regional bracket.
Eastern Ontario — 10 points
Eastern Ontario covers fourteen census divisions along the eastern half of the province, from the shore of Lake Ontario up through the Ottawa Valley to the Quebec border.

Urban centres in Eastern Ontario include Ottawa, Kingston, Peterborough, Belleville, Cornwall, Brockville, Pembroke, Kanata, Nepean, Gloucester, Cobourg, Lindsay, Napanee, Smiths Falls, Perth, Renfrew, Trenton, Quinte West, Prince Edward County (including Picton), and Hawkesbury. Ottawa is by far the largest — it is the second-largest municipality in Ontario after Toronto — and every job offer with an Ottawa work address earns ten regional points.
Southwestern Ontario — 10 points
Southwestern Ontario is the industrial and agricultural corridor stretching from Hamilton down through the Niagara Peninsula and west along Lake Erie to Windsor.

Southwestern Ontario contains Hamilton, London, Windsor, St. Catharines, Niagara Falls, Welland, Sarnia, Woodstock, Stratford, Chatham, Leamington, Owen Sound, Goderich, Simcoe, Tillsonburg, Brantford, Cambridge (which is in Waterloo Region and therefore Central Ontario — see below), and dozens of smaller centres. Note that Cambridge and Kitchener sit in Waterloo Region, which is Central Ontario, not Southwestern — this is a common source of confusion.
Central Ontario (outside the GTA) — 10 points
Central Ontario is a compact five-division band above the GTA and west of it, covering the Waterloo–Guelph tech corridor and Simcoe County.

Central Ontario contains Kitchener, Waterloo, Cambridge, Guelph, Barrie, Orillia, Collingwood, Wasaga Beach, Orangeville, Owen Sound, Meaford, Innisfil, and Bradford West Gwillimbury. The Waterloo–Guelph corridor is a major technology and manufacturing hub, and it scores the same ten points as Ottawa or Hamilton — a decisive advantage over the GTA suburbs for candidates targeting employers in that sector.
Greater Toronto Area (excluding Toronto) — 5 points
The GTA-outside-Toronto bucket covers the four regional municipalities that ring the City of Toronto. It scores five points, which is one-third of the top-bucket value.

Every one of these municipalities scores five points regardless of size or industry mix.
City of Toronto — 0 points
A job offer with a work address inside the single-tier City of Toronto scores zero regionalization points. That includes downtown Toronto, North York, Etobicoke, Scarborough, York, and East York — everything inside the amalgamated 1998 city boundaries. If your work address is Toronto, your OWP profile is starting fifteen points behind an equivalent candidate whose work address is in Sudbury and five points behind an equivalent candidate in Mississauga.

Common pitfalls with the region factor
The address on the job offer is what counts
OWP scoring is tied to the physical work location the employer records on the position submission. If an employer’s head office is in downtown Toronto but the role reports to a branch in Vaughan, the job offer should record the Vaughan work address and score five points, not zero. Getting this wrong on the employer portal costs points and creates a mismatch during document verification.
Remote and hybrid roles
Where the position is remote or hybrid, the employer should identify the primary office to which the position is attached — the location where the candidate reports for supervision, meetings, and equipment. Purely remote positions with no attached office are a documentation risk because the OWP framework relies on a physical Ontario work address for both the regional points and the employer’s Ontario premises requirement.
Multiple locations
If the position genuinely rotates across multiple locations — for example, a maintenance role covering three plants — the employer identifies the primary work address for OWP purposes. The candidate should have supporting evidence (employment contract, schedule) that reflects the same primary address if requested during the invitation-to-apply phase.
Self-employed physicians
For the physician pathway, the scoring address is the practice address on the physician’s OHIP registration. A physician who bills OHIP from a Toronto clinic scores zero regional points; a physician who bills from a clinic in Timmins scores fifteen. Physicians considering a locum arrangement that spans regions should confirm the billing address with their College of Physicians and Surgeons of Ontario registration before submitting an EOI.
