RCIP in Altona/Rhineland, Manitoba: How the Community Recommendation Works

Altona/Rhineland is the smallest Manitoba RCIP community by area — the Town of Altona and the Municipality of Rhineland — and its process is the simplest in the series: six employer-led steps, no points grid, no ranking, and recommendations issued first come, first served through the year. The trade-off is that the community publishes less than most: no intake dates, no fee schedule and no processing times appear on its official pages. This post explains everything the official pages do state, and is explicit about what they do not.

The community and the program

The program is run by Altona Rhineland Economic Development (ARED) / RPGA (Rhineland, Plum Coulee, Gretna, Altona). The RCIP page directs employers to meet with the Economic Development Officer (EDO). No personal name for the EDO is given on the pages fetched. The program covers the Town of Altona and the Municipality of Rhineland.

Priority sectors — six for 2026

  • Health
  • Education, Law and Social, Community and Government Service
  • Sales and Services
  • Trades and Transport
  • Natural Resources and Agriculture
  • Manufacturing and Utilities

The sector page states that only applications from these sectors will be accepted into the Altona/Rhineland RCIP for the 2026 calendar year.

How the process works — six employer-led steps

Step 1 — Meet with the EDO. Confirm the business falls within an approved priority industry and the position is on the approved occupation list.

Step 2 — Complete the required training. IRCC Employer Onboarding Training, and IRCC Building Welcoming Workplaces Training.

Step 3 — Submit the Employer Designation Application, using the official form.

Step 4 — Receive designation confirmation. The EDO issues an official designation confirmation letter.

Step 5 — Get listed as a designated employer on the public list on the ARED website.

Step 6 — Submit candidate recommendations. As a designated employer, submit recommendation applications on behalf of candidates.

Ranking: recommendations are issued on a first-come, first-served basis throughout the year. No points grid is described.

One cap to know: under the Sales and Service sub-sector for Food and Beverage Retailers, the number of employees each designated employer can recruit is capped at two.

The candidate route

Foreign nationals are directed to view current job opportunities through a NorthStarATS link on the program page, and may create a Candidate Profile for alerts. Only one active job application at a time is allowed, and a complete résumé with three references — preferably work-related — is required.

What the official pages do not state

This is worth saying plainly, because other communities publish all of it: the two official Altona/Rhineland pages fetched state no intake dates, no open or closed status, no 2026 allocation figures, no fees, no document checklist, no processing times and no employer eligibility details. The first-come, first-served wording implies recommendations roll through the year, but that is an implication, not a published intake status. No standalone official designated-employer list URL could be confirmed either — the RCIP page says designated businesses will be added to the public list on the website, but no link to that list appeared in the fetched pages. Check the live pages, or contact the EDO, before planning around a date or a deadline.

What to do next

  • Start with the EDO meeting — designation is step one, and the EDO confirms the industry and occupation qualify before anything else is filed.
  • Complete both trainings before submitting the designation application.
  • Confirm your occupation is on the 25-occupation list, and your employer is in one of the six priority sectors.
  • If your occupation is not listed, contact the office to discuss it — the page invites that conversation.
  • Do not assume an intake date or a deadline. None is published; recommendations are described as first come, first served through the year.

Does a recommendation guarantee permanent residence?
