Home/Services/Permanent Residency/Rural Community Immigration Pilot (RCIP) 2026

Share:

The Rural Community Immigration Pilot (RCIP) is a federal program that allows skilled workers to obtain Canadian permanent residence by committing to settle and work in one of 14 participating rural communities. The program is designed to address labour shortages and population decline in smaller communities that do not receive the same share of immigration as major urban centres. Each participating community manages its own recruitment and endorsement process through a designated local economic development organisation.

RCIP applications require a job offer from a designated employer in a participating community and a community recommendation certificate issued by the local economic development body. The program is community-controlled — the community identifies the workers it needs, recruits them, and recommends them to IRCC for permanent residence. This distinguishes RCIP from federal programs where IRCC centrally manages selection.

  • Must pass an approved language test (CLB varies by NOC)

Participating Communities and Eligibility

The 14 participating rural communities span multiple provinces and represent diverse regions — from Claresholm, Alberta, to Pictou County, Nova Scotia, to Moose Jaw, Saskatchewan, and others. Each community has its own labour market priorities and designated employer networks. The IRCC website lists all participating communities and links to their immigration portals.

Eligibility requirements include: a valid job offer from a designated employer in a participating community; minimum 1 year (1,560 hours) of relevant work experience in past 3 years in the occupation of the job offer (or recent graduation from a post-secondary institution in the community); a qualifying language test result (CLB varies by NOC TEER — CLB 4 for TEER 4-5 in some pilots, CLB 5 for higher TEER); a Canadian educational credential or equivalent ECA; sufficient settlement funds; and a genuine commitment to live and work in the endorsing community.

Application Process and Fees

The RCIP process begins at the community level, not with IRCC. Applicants must first be identified and recruited by a designated employer in a participating community, obtain a community recommendation certificate from the local economic development organisation, then submit a federal PR application to IRCC with the certificate and supporting documents.

Government fees are $1,525 for the principal applicant (including $575 RPRF), $1,525 for a spouse, and $260 per dependent child; biometrics $85/$170. Processing time is estimated at 12–18 months, though IRCC has not published official current figures for the pilot.

Frequently Asked Questions

How do I find a job in a participating rural community?

Each participating community manages its own recruitment. The IRCC website links to each community’s immigration portal, where job postings from designated employers are listed. Some communities also attend immigration job fairs. The best approach is to identify communities where your occupation is in demand, contact the local economic development organisation directly, and apply through the community’s process — not directly to IRCC.

Can I bring my family to the rural community?

Yes. Your spouse or common-law partner and dependent children can be included in the RCIP application as accompanying family members. They do not need separate job offers. The same commitment to settle in the community extends to the family as a unit, and the settlement plan should reflect family accommodation and integration plans.

Am I required to stay in the rural community forever after receiving PR?

You must genuinely intend to settle in the community at the time of application and must begin working for the endorsing employer upon arriving. As a permanent resident you have constitutional mobility rights and can choose to relocate after establishing yourself, but misrepresenting your intent to settle is a serious concern. Most participants who receive PR through RCIP remain in the community at least initially, given that the endorsing employer is the source of their qualifying employment.
