Express Entry Draws #427 & #428 — 2,511 ITAs in 24 Hours

Immigration, Refugees and Citizenship Canada (IRCC) has issued 2,511 invitations to apply for permanent residence in a back-to-back pair of Express Entry rounds held on July 20 and July 21, 2026. Together, these two draws represent one of the more revealing moments of the 2026 Express Entry year: a rare pairing of a provincial nominee round with a Canadian Experience Class round on consecutive days, and the first CEC draw ever run less than 24 hours after a PNP round.

Round #427 on July 20 sent 511 invitations to nominated candidates at a CRS cut-off of 744. Round #428 the next morning sent 2,000 invitations to Canadian Experience Class candidates at a CRS cut-off of 516. Both draws confirm the same underlying story: the Express Entry pool remains deep and highly competitive, and IRCC is continuing to work through inventory quickly as the 2026 admission year moves into its second half.

Round #427 — Provincial Nominee Program, July 20, 2026

The July 20 round was the 14th Provincial Nominee Program draw of 2026 and the second PNP round of July. All figures below are drawn directly from the official IRCC rounds of invitations page.

The 744 cut-off — a full pool sweep, not a policy signal

The CRS cut-off of 744 is 36 points higher than the previous PNP draw on July 6, which sat at 708. The reason is not a change in IRCC’s approach — it is simple mathematics. As of the July 19, 2026 pool snapshot published on the official rounds page, there were exactly 511 candidates in the 601-1200 CRS band. That band is almost entirely made up of Express Entry candidates carrying the 600-point provincial nomination bonus.

By inviting 511 candidates, IRCC issued invitations to every nominated candidate in the pool with a score above 601. The cut-off of 744 is simply the score of the lowest-ranked nominee who was still sitting in the pool at draw time — not a threshold IRCC set deliberately. In other words, this was a full clean-out of nominated candidates, and the cut-off reflects who happened to be waiting rather than an eligibility floor.

The practical takeaway: a nominee’s raw CRS score before the 600-point bonus does not matter for whether they get invited in a PNP-specific round. What matters is holding a valid nomination and having submitted a profile by the tie-break timestamp. Candidates without a nomination were not eligible for this round regardless of their score.

Round #428 — Canadian Experience Class, July 21, 2026

Less than 24 hours after the PNP draw, IRCC ran a Canadian Experience Class round — the third CEC draw of 2026 and the second in July alone.

What the 516 cut-off tells us

The CEC cut-off of 516 dropped by one point from the previous CEC round on July 7, which sat at 517. Round #420 on June 23 also cleared at 516. The CEC cut-off has now stayed in a tight band between 516 and 518 for four consecutive draws — a strong signal that IRCC has found a stable operating point for CEC selection and that the CEC-eligible pool between 500 and 520 is being replenished at roughly the same rate it is being drawn down.

For candidates in the 490-515 range, the story is uncomfortable but consistent: unless IRCC materially expands CEC volumes or changes selection to a category-based draw that captures your NOC, you need to add points to move above the cut-off. The pool snapshot below explains why.

Four numbers that matter

• 511 in the 601-1200 band. This is the entire nominated inventory. IRCC drained it on July 20. Any PNP round in the next four to six weeks will need new nominations to arrive in the federal pool first.
• 18,133 in the 501-600 band. This is the pool CEC draws pull from. Round #428 took the top 2,000 of them at 516 and above. Roughly 16,000 CEC-eligible candidates in that band remain.
• 72,579 in the 451-500 band. This is the largest single band in the pool by a significant margin. Category-based draws for healthcare, French, trades, and senior managers pull from this band, but general federal draws currently do not reach it.
• 63,877 in the 401-450 band. Combined with the 451-500 band, this is 136,456 candidates — nearly 60% of the entire pool — sitting between 400 and 500 CRS. Movement out of this range depends almost entirely on category-based draws, provincial nominations, or profile improvements.

2026 Express Entry — where the year stands

With rounds #427 and #428 in the books, IRCC has now held 40 Express Entry draws in 2026 and issued approximately 99,612 invitations year-to-date. The 2026 Immigration Levels Plan sets an Express Entry admission target of 124,590 permanent residents. Given that the invitation-to-admission conversion runs at roughly 85-90% across a 6-12 month processing horizon, IRCC is on pace to meet the target with room to spare.

Where the second half of the year is headed, based on the current draw cadence:

• CEC rounds every two to three weeks at cut-offs between 515 and 520.
• PNP rounds every two to three weeks at cut-offs driven by whoever is holding a nomination — 700-750 CRS is the current pattern.
• Category-based rounds continuing for healthcare, French-language, senior managers, trades, and physicians. Category selection favours the 400-500 CRS band that dominates the pool.
• No FSWP-only rounds have been held in 2026 so far, and none are expected before Q4 based on the current mix.

What candidates should do this week

Nominated candidates who missed round #427

If you hold a valid nomination and had a profile in the pool with a properly claimed 600-point bonus by 18:11:36 UTC on May 26, 2026, you were invited. If you were not invited despite meeting those conditions, log into your Express Entry account today. Common causes:

• The nomination update in your profile was submitted after the tie-break timestamp — a profile edit that added the nomination bonus after May 26 places you behind candidates with earlier updates.
• The nomination is enhanced through a provincial base stream that does not attach to Express Entry — only enhanced nominations tied to your Express Entry profile ID are picked up.
• The profile expired before draw time — an expired profile is not in the pool.

CEC candidates in the 500-515 range

You are one to fifteen points below the current cut-off. The highest-leverage moves in the next 30-60 days:

• Language uplift. Moving from CLB 9 to CLB 10 in reading, listening, speaking or writing is worth 6-19 CRS points depending on which sub-skill and whether you have a spouse. Bilingual candidates gain an additional 25-50 for a French test at NCLC 7.
• Additional Canadian work experience. The CEC bonus caps out at 3+ years, but you also gain points from foreign work experience combined with Canadian if you are between 1 and 3 years of Canadian experience.
• Provincial nomination. 600 points if you can secure one. Ontario’s OWP stream reopens later this summer; Alberta AAIP, BC PNP, and Manitoba MPNP are running throughout the year with category-specific streams.
• Spousal test. If your spouse has not been tested, a strong CLB result adds up to 20 spousal-language points and 10 spousal-education points.

Candidates in the 451-500 range

Roughly 72,579 candidates are ahead of you in the same band. General CEC draws are not reaching 451-500 in 2026. Your path to an ITA in the next 6-12 months runs through one of three routes:

1. Category-based draws. Confirm your NOC and language profile match a current category. The five active categories are healthcare and social services, French-language, senior managers, physicians, and trades.
2. Provincial nomination. The most reliable route to an ITA below 500 CRS. Track the streams in the province where you live or want to live.
3. Profile improvement. Language, education, spousal factors, or additional Canadian work experience.

Candidates in the 401-450 range

63,877 candidates are in this band. Federal general draws are not currently reaching here. Category-based draws for French-language (cut-off 420 on July 9) and physicians (cut-off 223 on June 25) do reach this band. Anyone in this range should stress-test their eligibility for a category, run a fresh language test to see if a CLB uplift is available, and actively pursue provincial nomination pathways.

The upcoming weeks — what to watch for

• Next CEC round — expected in the first week of August based on the two-to-three-week cadence.
• Next PNP round — dependent on nomination inflow. Watch provincial nomination announcements from BC, Manitoba, Alberta, and Saskatchewan; each new batch of provincial nominees replenishes the 601-1200 band.
• Category-based rounds — a French-language or healthcare round in the next two weeks is likely given IRCC’s 2026 pattern.
• Ontario Workforce Priority (OWP) reopening — the OINP EOI system is currently closed and expected to reopen later this summer. When it does, Ontario will begin issuing nominations under the new points-based grid, which will flow into future federal PNP rounds. Bottom line — a healthy pool, a predictable cadence, no quick fix at 470

Rounds #427 and #428 confirm that the Express Entry system in mid-2026 is operating at a steady rhythm. PNP draws clear out nominated inventory whenever it accumulates. CEC draws are anchored in the low 500s and moving 2,000 candidates every 10-14 days. Category-based draws are the mechanism through which candidates below 500 realistically move into an invitation.

For candidates sitting in the 470-515 CRS band that dominates the pool, the honest answer is that hoping for the general draws to fall to your score is not a strategy in 2026. Provincial nomination, category-based eligibility, or a real CRS uplift is the strategy.
