IRCC held Express Entry draw #438 on August 31, 2026, issuing 562 Invitations to Apply (ITAs) to Provincial Nominee Program (PNP) candidates with a minimum Comprehensive Ranking System (CRS) score of 697. This is the first PNP-only round in two weeks and the largest PNP draw of August 2026 by both invitation volume (up 27% from #435) and reach into the pool (63 points lower).

How draw #438 compares to the last PNP round

The 63-point CRS drop is the biggest single-round PNP cut-off decline of 2026 to date. It reflects two things: IRCC is working through a larger provincial nominee backlog than it had two weeks ago, and the underlying pool of nominated candidates now stretches deeper than 760.

What CRS 697 actually means when the nomination adds 600

Provincial nomination adds a flat 600 CRS points on top of your base score. A cut-off of 697 therefore means the lowest-invited candidate had a base CRS of 97 before the 600-point nomination bonus. That is well within reach of a typical mid-career applicant: base scores in the 90–110 range are common for candidates in their early-to-mid 30s with a bachelor’s degree, CLB 7 English, and three-plus years of skilled work experience.

Put differently: any nominated candidate whose base CRS is 97 or higher was invited today. In the past year, most PNP-only draws have required base scores in the 130–160 range (CRS 730–760 total), so this round rewards nominees whose base scores had previously been too low to convert.

Which provinces likely populated draw #438

IRCC does not publish province-of-nomination breakdowns per federal draw, but based on active nomination volumes in July and August 2026, the largest contributing programs are likely:

• Ontario OINP — Employer Job Offer streams (Foreign Worker, International Student, In-Demand Skills) and Human Capital Priorities have issued the largest volume of nominations year-to-date.
• Alberta AAIP — Alberta Opportunity Stream and the Dedicated Health Care Pathway (Aug 19, 2026 draw at score 60) each fed federal nominations.
• Saskatchewan SINP — In-demand occupations and Employment Offer nominations.
• Manitoba MPNP — Skilled Worker in Manitoba Stream and the recent August 27 Draw #278 (741 LAAs, including 150 tied to Express Entry profiles).
• BC PNP — Skilled Worker (Base and Regional), Health Authority, and Tech streams following the August 25 draws.
• Yukon, PEI, and New Brunswick — smaller streams but active nominations feed into federal PNP draws proportionally.

If you received an ITA today

You have exactly 60 days from the ITA date to submit a complete electronic Application for Permanent Residence (e-APR). For draw #438 recipients, that deadline is October 30, 2026.

What to do this week:

1. Confirm your provincial nomination is still valid on the ITA date. Most provincial nominations are valid for six months from issue. If yours is close to expiring, contact your provincial program immediately to confirm no additional paperwork is required.
2. Verify every document is current. Passports must be valid at least six months beyond the intended landing date. Police certificates older than six months from countries where you lived 6+ consecutive months since age 18 must be re-obtained.
3. Book your IRCC upfront medical exam with a Panel Physician if you have not had one in the last 12 months. Medicals typically take 2–4 weeks to be reported to IRCC.
4. Order sealed employment reference letters that meet IRCC’s format requirements — on letterhead, signed, with hours per week, duties matching the NOC 2021 lead statement and main duties, and salary range.
5. Re-verify your NOC and TEER classification. Duties in your reference letter must match the NOC 2021 lead statement for your primary occupation. See our Find My NOC Code tool.
6. Update dependents and family composition. Any birth, marriage, divorce, or new common-law relationship since profile creation must be declared with supporting documents.
7. Prepare proof of settlement funds if applying under Federal Skilled Worker (not required for CEC). Funds must equal the current IRCC threshold for family size — check canada.ca settlement funds for the current table.

Missing the 60-day deadline does not just cost you this ITA — your Express Entry profile is removed from the pool and you must create a new one from scratch, which resets your date-of-entry for tie-breaking purposes.

If you are nominated but were not invited

If you hold a valid provincial nomination and your total CRS (including the 600-point bonus) is below 697, you were not invited in this round. The next PNP round is likely within two weeks based on the 2026 cadence. Between now and then:

• Recheck every scoring input. A commonly-missed 5–10 points come from spousal language tests, updated Educational Credential Assessments for additional degrees, or Canadian work experience that has just crossed a threshold (one, two, three, four, or five years).
• Confirm your profile is active. An expired language test, medical, or ECA silently pulls you out of the pool without notice.
• Extend or renew your provincial nomination if it is close to expiry. Most provincial programs allow a one-time extension of 60–90 days if you can demonstrate active application progress.
• Do not update your profile with materially new information after ITA-adjacent draws without a professional review — a profile update resets your date-of-entry and can push you behind the tie-break line in the next round.

If you are targeting a nomination but do not have one yet

The 63-point drop in cut-off signals that PNP-only draws will likely continue reaching further into the pool through the fall as IRCC works through its 2026 provincial nominee target (approximately 55,000 admissions under the 2025–2027 Levels Plan). Practical options in the next 30–60 days:

• Ontario OINP Employer Job Offer streams — Foreign Worker, International Student, In-Demand Skills. Valid Canadian job offer required in an eligible NOC.
• Alberta AAIP Alberta Opportunity Stream — 12 months of full-time Alberta work experience in an eligible occupation with a current AB job offer.
• Manitoba MPNP Skilled Worker in Manitoba — 6+ months of Manitoba work experience with a long-term Manitoba job offer.
• BC PNP Skilled Worker (Base and Regional) — indeterminate BC job offer in NOC TEER 0/1/2/3.
