Ontario has confirmed the most significant restructuring of its provincial immigration program in history. On March 16, 2026, Ontario officially amended Ontario Regulation 421/17 under the Ontario Immigration Act, 2015 — and buried inside that regulation is a date that every Ontario PR hopeful must know: May 30, 2026.

On that date, 9 existing OINP categories will be formally revoked — including the Foreign Worker, International Student, In-Demand Skills, Masters Graduate, PhD Graduate, Human Capital Priorities, French-Speaking Skilled Worker, Skilled Trades, and Entrepreneur streams. Every category that currently gives Ontario workers and graduates a pathway to provincial nomination will cease to exist in its current form.

New replacement streams are expected before May 30 — but Ontario has not confirmed what they will look like, who they will cover, or exactly when they will launch. If you are in the OINP pool right now or planning to apply, the window to act under current rules is closing fast.

The 9 OINP Categories Being Revoked on May 30, 2026

Ontario’s regulatory amendments under Ontario Regulation 421/17 formally revoke every existing OINP selection stream. This is not a pause or a suspension — it is a complete legal termination of the current framework.

Once revoked on May 30, individuals who currently meet the eligibility criteria for these categories will no longer qualify for nomination under existing rules. There is no guarantee that replacement streams will cover the same applicant profiles, offer the same eligibility conditions, or open immediately on June 1.

The 9-stream revocation represents the single most consequential Ontario immigration event since the OINP launched.


Why Ontario Is Doing This — The Background

This overhaul did not come out of nowhere. It is the direct implementation of the public consultation that closed January 1, 2026 — confirming Ontario has moved from proposal to active execution.

The immediate trigger was the Skilled Trades Stream controversy of late 2025, where mass application returns resulted from widespread program integrity failures — including fraudulent employer relationships, misrepresented job offers, and nominee profiles that did not match actual labour market needs.

Ontario’s stated goal with the redesign: select applicants who are ready to contribute to the provincial economy without displacing Canadian workers — with genuine employer ties, valid credentials, and demonstrated ability to integrate.

The Working for Workers Seven Act, 2025 — passed last year — gave Ontario the legal authority to restructure OINP by Ministerial regulation without a legislative vote. The March 16 amendments are that authority being used in full.


What New Streams Are Expected — Anticipated Replacements

Ontario has not confirmed final stream details, but based on the December 2025 public consultation documents, the anticipated replacements include:

New Targeted Draw Selection Framework — What Changes on May 30

The May 30 amendments also dramatically expand the OINP Director’s authority to run targeted draws. Previously, targeted draws were limited to specific categories. Under the new framework, targeted draws can be run across all streams — meaning Ontario can invite only candidates with specific attributes at any time.

This framework gives Ontario surgical precision in targeting specific occupational shortages and regional gaps — without changing eligibility rules every time needs shift. A draw could target, for example, only PSWs in Northern Ontario with CLB 8+, without changing who qualifies for the broader stream.


What This Means for Current OINP Applicants — The 3 Groups

Group 1: You Have a Pending OINP Application Already Submitted

Good news — you should be protected. Applications submitted before May 30, 2026 are typically assessed under the rules in effect at the time of submission. Your application should not be affected by the revocation. However, processing delays are possible during the program transition. Monitor your IRCC and OINP portal regularly.

Group 2: You Are in the OINP Expression of Interest Pool

This is where the risk is highest. Ontario has NOT confirmed whether existing EOI profiles will carry over to replacement streams, require re-registration, or be withdrawn entirely.

When Ontario launched the Employer Portal in July 2025, all existing EOIs were automatically withdrawn and candidates had to re-register from scratch. A similar forced reset may happen on May 30 — meaning your current position in the EOI queue could disappear overnight.

Action: Apply now under current streams if you are eligible. Do not wait.

Group 3: You Have Not Yet Applied to OINP

You have a narrow window — approximately 10 weeks — to submit under current stream rules. After May 30, the landscape changes entirely. New streams may be better or worse for your profile. The only certainty is that current rules close on May 30.

Strengthened Enforcement — What You Cannot Afford to Get Wrong

Ontario is simultaneously tightening enforcement through this regulatory update. The addition of Section 14.1 (Standards and Requirements) and Section 15.1 (Misrepresentation) to the administrative monetary penalty framework means:

  • Misrepresentation in OINP applications — even unintentional — now carries direct financial penalties
  • Refusal and cancellation notices are deemed delivered the moment Ontario sends them by email — the clock for appeal starts immediately
  • Both applicants and representatives fall under expanded compliance standards

This is a direct response to the 2025 Skilled Trades fraud crisis. Ontario is not giving second chances in the redesigned system — accuracy and authenticity are the baseline, not the exception.


Ontario’s 2026 OINP Allocation — 14,119 Nominations

Ontario received 14,119 provincial nomination spaces for 2026 — a major recovery from 2025 cuts, and part of the national 91,500 PNP allocation under IRCC’s 2026–27 Departmental Plan.

Ontario has already issued 3,200+ invitations in February 2026 across the Foreign Worker, International Student, and In-Demand Skills streams — the very streams being revoked on May 30.

With 10,919 nominations still available for the rest of 2026, Ontario needs to stand up replacement streams quickly to maximize its allocation. This is why the May 30 deadline is credible — delays mean unused nominations and lost economic benefit for the province.

You Are a Skilled Worker in Ontario With a Valid Job Offer

Apply immediately under the Foreign Worker Category before May 30. This stream is being revoked — do not assume it will be replicated with the same criteria.

You Are Outside Ontario

With Ontario in transition, this is the moment to evaluate other provincial programs — BC PNP, SINP, AAIP, NSNP, NBPNP, and the Atlantic Immigration Program — as parallel or primary pathways. Express Entry CEC at CRS 507 remains the lowest in 18 months.

Q: I am in the Human Capital Priorities or French-Speaking Skilled Worker stream. What should I do?
Both streams are being revoked May 30. If you are in the EOI pool for either, check whether you also qualify for Express Entry French Proficiency draws (CRS as low as 397 in 2026) or CEC-based pathways as backup options. Do not rely solely on OINP.

Q: My employer is not registered on the OINP Employer Portal. Can I still apply before May 30?
Current streams were designed before the Employer Portal launched in July 2025. Check the specific stream requirements for your category — some existing streams do not require portal registration. A consultation will clarify your specific situation.
