Manitoba EOI Draw #283: 526 Invitations Issued — Who Was Selected and What It Means

Manitoba held Expression of Interest Draw #283 on November 5, 2026, issuing 526 Letters of Advice to Apply (LAAs). This was not a general draw for everyone in the pool. It was an occupation-specific round for people already working in Manitoba, plus a smaller strategic-recruitment round for candidates MPNP had directly invited. This post explains who was selected, what an LAA actually means, and what to do whether you were invited or not.

- Skilled Worker Stream — strategic recruitment: 78
- Total: 526
- Of which, candidates with a valid Express Entry profile: 49
Who was selected
Occupation-specific: 448 invitations
These went to profiles declaring current employment in Manitoba in two broad occupational categories: Natural resources, agriculture and related production occupations; and Occupations in manufacturing and utilities.
The key point is the employment condition. This draw selected people who are already working in Manitoba in those sectors. It was not a points-ranked draw across the whole pool, so working in Manitoba in a different occupation meant you were not part of this selection — not that your profile was too weak.
Strategic recruitment: 78 invitations
These went to Skilled Worker Stream candidates who had been directly invited by MPNP under a strategic recruitment initiative:
- Employer Services 20
- Ethnocultural Communities 11
- Francophone Community 12
- Regional Communities 30
- Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP) 5
These pathways are invitation-only. You cannot apply into them directly — MPNP has to invite you first, and your EOI must carry a valid invitation number for the draw to pick you up.
What the 49 Express Entry-linked LAAs mean
49 of the 526 candidates declared a valid Express Entry profile number and job seeker validation code. If one of them is nominated by Manitoba, the nomination adds 600 CRS points — which in practice guarantees an invitation to apply for permanent residence in a future Express Entry round.
One timing note: Express Entry invitation rounds are currently paused while IRCC recalculates profiles under the new November 3 scoring rules, with no published restart date. A Manitoba nomination is still extremely valuable, but the federal invitation that follows it depends on rounds resuming.

If you received a Letter of Advice to Apply
Submit your complete application within the deadline stated in your LAA. Do not wait until the last days — document gathering, especially employment and licensing proof, takes longer than people expect.
Regulated occupations need special care. MPNP states it may refuse applications from candidates who are not actually working in a regulated occupation, or who cannot prove they have completed the licensing steps to work in Manitoba. If that describes you, MPNP itself says you may wish to consider declining your LAA. A refused application costs you the invitation and the fee; declining keeps your options open.
Make sure every detail in your EOI matches your supporting documents. Discrepancies between the EOI and the full application are a common reason for refusal.
If you were not invited
MPNP’s own notes explain the two most common reasons a qualifying profile is skipped: (1) you indicated an approved third-party language test but did not provide a valid test number in your EOI, or your test is no longer valid; (2) you indicated an invitation under a strategic recruitment initiative but did not provide a valid invitation number.
If either applies, update your EOI with the correct information so the next draw can consider you. And if you work in Manitoba outside the two occupational categories in this draw, this round simply did not cover you — later draws may target other sectors.
Why this draw matters now
Manitoba is drawing steadily. Draw #282 on October 22 issued 1,304 LAAs, and #283 adds 526 more. That consistency matters because the federal 2027–2029 Immigration Levels Plan raises Provincial Nominee Program admissions to 95,000 in 2027. Provinces have more room, and regular draws like Manitoba’s are where that room turns into actual invitations. If Manitoba is your province, keeping your EOI accurate and current is the single most useful thing you can do between draws.
What to do next
- Check your MPNP EOI: valid language test number, correct invitation number if you hold one, current Manitoba employment details.
- If invited, gather employment proof, licensing proof and identity documents before the LAA deadline.
- If you are Express Entry-linked, keep your EE profile valid and up to date.
- Do not plan around a predicted draw date. MPNP does not pre-announce draws, and occupation targets change from round to round.
Frequently asked questions
Does an LAA guarantee nomination?
No. It is an invitation to submit a full application. MPNP assesses the complete application, including employment, licensing and documents, before deciding.
I work in Manitoba but in a different occupation. Why no LAA?
This draw covered only two broad occupational categories. Your occupation was not in scope this time, which is different from being ranked too low.
Can I update my EOI after a draw?
Yes. Update it with correct information at any time so the next draw can consider you.
I have an Express Entry profile. Does a Manitoba nomination help?
Yes. A provincial nomination adds 600 CRS points, which in practice guarantees a federal invitation once Express Entry rounds resume.
