RCIP in North Bay, Ontario: How the Community Recommendation Works

North Bay and Area is one of five Ontario RCIP communities, and it comes with a deadline readers need to know first: employer designation for 2026 closes on November 12, 2026, and there is no December intake. The program reopens in 2027, and the priority sectors and occupations may change. This post explains the whole process as published on the official program site — including the community’s own exemptions for nurses and international graduates, which are more generous than the federal baseline.

The community and the program

The program site is nbrcip.ca, administered locally through the North Bay & District Chamber of Commerce (contact Adam at adam@nbdcc.ca). The designated boundary covers the census divisions of Nipissing District and Parry Sound District, plus the Town of Latchford.

One caution on this list: the official pages (updated September 28, 2026) also show administrative assistants (NOC 13110) and security guards (NOC 64410) with per-employer caps — one candidate per employer with 1–50 full-time employees, two with 51–100, and at most 5% of 2026 allocations — while secondary reports say those two occupations were removed effective July 1, 2026. Until the community confirms, treat 13110 and 64410 as uncertain and check the live page before relying on them.

How the process works — employer-driven

Step 1 — Employer designation. The employer completes the two mandatory trainings (IRCC Employer Onboarding Training and Building Welcoming Workplaces), then submits the training certificates and designation application to the RCIP team. All employers must be designated, including former RNIP participants. Federal designation criteria apply.

Step 2 — Employer finds the candidate. The program does not do job matching. Job seekers apply directly to designated employers — no résumés to the RCIP office, and no third-party or consultant inquiries on job applications.

Step 3 — Employer submits the community recommendation application on the candidate’s behalf. The community checks that the job is in a priority sector and occupation, that the offer is genuine, and that the candidate meets the federal and community criteria. If recommended, the candidate applies to IRCC for PR. Job-offer requirements: within the boundary; full-time and permanent (at least 30 paid hours per week); indeterminate and non-seasonal; at a skill level similar to the candidate’s qualifying work experience.

Exemptions that are more generous than the federal rules

Healthcare. A candidate with work experience as a registered nurse (NOC 31301, TEER 1) can be offered a job as a nurse aide (NOC 33102, TEER 3) or home support worker (NOC 44101, TEER 4). This mirrors the federal nurse exception and is written into the community’s own criteria.

International students. No qualifying work experience is needed if the student graduated from a designated learning institution within the North Bay & Area RCIP region.

Status in Canada. Candidates in Canada must hold valid study or work status at submission. Visitor status alone is not eligible, and files on maintained status do not advance until IRCC decides.

Employer caps

Healthcare employers may support up to 5 employees per year; all other sectors up to 3 per year. Exceptions are at the RCIP Coordinators’ discretion. De-designation grounds mirror the federal compliance regime.

Designated employers — list not published yet

The official eligibility page states that a list of designated employers will be updated regularly on the site, and that the list is “coming soon.” There is no published list to check as of this post — candidates should apply to employers directly rather than waiting for it.

Intake status — 2026 is closing

In a November 3, 2026 notice, the program announced that the employer designation process closes for 2026 on November 12, 2026. Requests after that date will not be processed until the program resumes in 2027. There is no December intake — no new employer designation requests or community recommendation applications will be accepted in December. The program reopens in 2027, and priority sectors and occupations may change.

2026 in numbers: more than 100 new employers were added in 2026, and 157 community recommendations had been granted as of August (62% of the year’s total, including 17 in August, with 98 allocations remaining at that point).

Fees

No community fee is stated on the official pages.

What to do next

  • If you are an employer not yet designated, the 2026 window closes November 12 — after that, nothing is processed until 2027.
  • Confirm your occupation is on the current 25-occupation list, and treat administrative assistants and security guards as uncertain until the community confirms their status.
  • If you are a nurse, check the healthcare exemption — registered-nurse experience can support a nurse aide or home support worker offer.
  • If you graduated from a designated learning institution inside the region, you may not need qualifying work experience.
  • Make sure the candidate holds valid study or work status in Canada. Visitor status does not qualify, and maintained-status files do not advance.

Frequently asked questions

Can I apply to the community directly?
No. Only a designated employer can submit a recommendation application, and only the employer drives the process.

Is there a December intake?
No. There is no December intake, and employer designation closes November 12, 2026. The program reopens in 2027.

I graduated inside the region. Do I need work experience?
No — if you graduated from a designated learning institution within the North Bay & Area RCIP region, the qualifying work experience requirement does not apply.

I am in Canada on visitor status. Can I apply?
No. Visitor status alone is not eligible, and files on maintained status do not advance until IRCC decides.

Does a recommendation guarantee permanent residence?
No. It unlocks the PR application; IRCC makes the final decision.
