What IRCC Just Confirmed: Express Entry Is Changing Faster Than Expected

At an April 21, 2026 stakeholder webinar with immigration lawyers, senior IRCC officials laid out the clearest timeline yet for the Express Entry overhaul first announced on April 10. The headline: the proposed High Wage Occupation factor may launch before the full program merger — meaning higher-earning candidates could get a CRS boost within the next year, not 12 to 18 months from now.

The full regulatory process for all changes will take an estimated 12 to 18 months, but IRCC has clarified that CRS-only changes can move much faster through Ministerial Instructions. That’s why some pieces — particularly High Wage Occupation points — could appear on the CRS grid in the second half of 2026.

The High Wage Occupation Factor: How It Will Work

The proposed High Wage Occupation factor awards extra CRS points to candidates with Canadian work experience or a job offer in an occupation paying above the national median hourly wage. Critical detail from the webinar:

  • The wage benchmark is the Job Bank rate of pay associated with the NOC codenot the candidate’s actual individual pay
  • Points awarded in three tiers based on how far above the median the occupation sits
  • Job offers under this factor must be full-time in a high-wage occupation with LMIA requirements or exemptions (likely aligned with current regulations)
  • The factor is partly designed to offset CRS losses older candidates face as they lose age points

Confirmed

  • 12-18 month full implementation
  • CRS via Ministerial Instructions, programs via regulation
  • Age points unchanged
  • Existing ITA holders grandfathered under old rules
  • FSWP foreign-experience candidates remain eligible

What This Means for You

If you already have an ITA

You’re locked in. Your application will be assessed under the rules in place at the moment IRCC sent your invitation. Continue submitting on time and don’t let the news distract you.

If you’re in the Express Entry pool

Your CRS score may be recalculated when the new rules take effect. Watch for the public consultation paper (open until May 24, 2026) and the supporting survey. Update your profile with any wage increases, new credentials, or completed apprenticeship-to-journeyperson transitions immediately.

If you’re in a Red Seal trade

You’re a clear winner. Push to obtain or upgrade to full Red Seal certification before the new tiered points take effect. The CRS gap between apprentice-level and full-licensure candidates is set to widen.

If you’re an older candidate (35+)

The High Wage Occupation factor was explicitly designed to offset age-related CRS losses. If you work in a high-paying NOC, you stand to recover a significant portion of those points.

If you’re an international student in Canada

Studies-in-Canada points (currently 15-30 CRS) may be reduced. If you have a chance to upgrade to a Master’s or PhD, the new framework may reward higher education while phasing down credit for shorter programs.

If you have only foreign experience (FSWP)

IRCC explicitly confirmed you remain viable. There is no plan to push out FSWP candidates without Canadian experience.

Action Items: Use the Lead Time

  1. Submit feedback through IRCC’s open consultation (closes May 24, 2026)
  2. Refresh your profile data — Job Bank wage, NOC code, language, education
  3. Upgrade credentials — Red Seal, full licensure, or higher education before the changes take effect
  4. If you have a borderline CRS, consider PNP nominations now while the +600 boost remains
  5. If you have an ITA, submit your e-APR before any rule change touches you
