Hong Kong Pathway: 32,000 PR Places in 2027 Reported — What We Know So Far

Canada’s 2027–2029 Immigration Levels Plan includes a one-time measure to bring up to 200,000 people already in Canada to permanent residence in 2027 — and the Hong Kong Pathway is part of it. Hong Kong Watch reported on November 6, 2026 that 32,000 of those places are allocated to the Hong Kong Pathway. That figure has not yet been confirmed on an IRCC page, so this post separates what is confirmed from what is still reported-only.

What the one-time measure is — confirmed

Announced with the 2027–2029 Levels Plan on November 5, 2026, the one-time measure would admit up to 200,000 people already in Canada to permanent residence in 2027, in two parts:

  • Up to 100,000 workers — through PNP allocations, the Atlantic Immigration Program, Start-up Visa, Self-Employed Persons Program, Agri-Food Pilot and home care worker programs.
  • Up to 100,000 humanitarian cases — including Hong Kong pathways, Ukraine Family Reunification, people eligible under humanitarian and compassionate grounds, and in-Canada spousal applicants.

IRCC’s backgrounder confirms the Hong Kong pathways sit in the humanitarian cohort. The aim, as IRCC framed it, is to reduce the in-Canada backlog and move people who are already here into permanent residence.

The 32,000 figure — reported, not yet IRCC-confirmed

Hong Kong Watch reported on November 6, 2026 that the humanitarian allocation includes 32,000 places for the Hong Kong Pathway in 2027. The organization says it engaged with the Minister’s office, was invited to propose policy solutions in early October, submitted formal recommendations, and testified before the House of Commons immigration committee on October 29 — and that the announcement aligns closely with its proposals.

No IRCC page or mainstream outlet has published the 32,000 figure yet. Until IRCC confirms it, treat the number as reported, not official. What is confirmed is the pathway’s place in the humanitarian cohort and the size of that cohort: up to 100,000 in 2027.

Who this covers — existing applicants only

The Hong Kong Pathway closed to new applications on August 31, 2026. This measure is about the people already in the queue: tens of thousands of Hong Kongers who have made Canada their home and waited, often for years, for a decision on their permanent residence. If the 32,000 allocation is confirmed, it would clear most of that backlog in a single year.

What it does not do

  • It does not reopen the pathway. No new Hong Kong Pathway applications can be filed.
  • It does not publish a processing timeline. Hong Kong Watch itself says the focus now must be delivery — faster processing and clear timelines — which have not been announced yet.
  • It does not guarantee any individual outcome. IRCC still decides each application on eligibility and admissibility, and a place in the allocation is not a promise of approval.

What to do next

  • If you are a Hong Kong Pathway applicant waiting in Canada, keep your file current — updated documents, valid status, and a current address on file — and watch for IRCC confirmation of the allocation.
  • Do not try to file a new pathway application. The stream is closed to new applicants.
  • If you have another route — spousal sponsorship, humanitarian and compassionate grounds, or a provincial nomination — the same one-time measure may cover you under the humanitarian or worker cohorts. Check whether you qualify rather than waiting on one stream alone.

Frequently asked questions

Is the 32,000 figure confirmed?
Not by IRCC yet. Hong Kong Watch reported it on November 6, 2026. IRCC’s backgrounder confirms the Hong Kong pathways are in the humanitarian cohort but gives no number.

Can I still apply to the Hong Kong Pathway?
No. It closed to new applications on August 31, 2026. This measure covers people who already applied.

Will this speed up my application?
It should — if the allocation is confirmed, 32,000 places in 2027 means the backlog can move. No processing timeline has been published yet.

Does a place in the allocation guarantee permanent residence?
No. IRCC still decides each application on eligibility and admissibility.
