New Brunswick Immigration: What Changed on May 4, 2026
On May 4, 2026, Immigration New Brunswick posted an important update on its Skilled Worker Stream — New Brunswick Experience pathway: until further notice, all new Invitations to Apply (ITAs) issued through this pathway will be limited to candidates with experience in just three sectors — healthcare, education, and construction trades.
This is the latest tightening in what has become the most aggressive provincial immigration overhaul in New Brunswick’s history. With a 2026 federal allocation of just 2,750 nomination spaces (1,500 for NBPNP, 1,250 for AIP) and continued pressure from federal levels-plan reductions, the province is steering every nomination toward in-demand sectors and away from low-wage and hospitality occupations.

Key Highlights — NB Immigration in May 2026
- May 4, 2026: NB Experience pathway invitations restricted to healthcare, education, and construction trades only
- February 3, 2026 overhaul: Accommodation & food services sector (NAICS 72) excluded from NBPNP Skilled Worker, NB Express Entry, and AIP
- 14 specific NOCs banned from Skilled Worker stream regardless of employer sector
- 4 specific NOCs banned from Express Entry stream regardless of employer sector
- AIP moved to a candidate pool model — applications selected monthly based on provincial priorities; unselected files expire after 365 days
- New AIP employer designations paused while ImmigrationNB reassesses existing designated employers
- Overseas candidates limited to GNB-led recruitment in healthcare, education, and construction trades only
- Private Career College Graduate Pilot extended in limited form through end of 2026
- Year-to-date 2026 draws: ~1,000+ ITAs issued across NBPNP and AIP combined (Jan-Apr 2026)
The Three Active NBPNP Streams in 2026
NBPNP currently operates through three primary streams, each with very different criteria:
1. New Brunswick Skilled Worker Stream
This is NBPNP’s largest and most active stream. It serves foreign nationals who already have a full-time, non-seasonal job offer from an eligible New Brunswick employer in a role that cannot be filled locally.
Two pathways within the Skilled Worker Stream:
- New Brunswick Experience pathway — for candidates already working full-time for an NB employer. As of May 4, 2026, ITAs limited to healthcare, education, and construction trades only.
- New Brunswick Graduates pathway — for international students who graduated from an eligible NB post-secondary program and have an NB job offer.
Core requirements:
- Full-time, permanent, non-seasonal job offer from an eligible NB employer
- Age 19–55
- Language test scores at CLB 4 minimum (English or French)
- Skills, training, and experience matching the job offer
- Settlement funds and intent to reside in NB
2. New Brunswick Express Entry Stream
An enhanced PNP stream aligned with the federal Express Entry system. A nomination here adds 600 CRS points — effectively guaranteeing an Invitation to Apply at the next federal Express Entry round.
Core requirements (Employment in New Brunswick pathway):
- Active Express Entry profile (CEC, FSW, or FSTW)
- Lived in NB for at least 12 months
- At least 12 months of full-time skilled work experience in NB
- Currently working in a skilled, non-seasonal NB position
- Minimum CLB 7 in English or French
- Job Seeker Validation Code OR proof of enrolment in a PGWP-eligible program
Note: as of February 3, 2026, candidates working in NAICS 72 occupations and four specific NOCs (retail sales supervisors, retail/wholesale buyers, retail/wholesale butchers, etc.) cannot receive ITAs through this stream.
3. New Brunswick Strategic Initiative Stream
Targets French-speaking foreign nationals with connections to NB. Two pathways: Francophone Workers in New Brunswick, and New Brunswick Francophone Priorities. Unlike other streams, candidates from all occupational sectors remain eligible. Strong activity in 2026 — 189 invitations issued in the March 3-6 round alone, plus 160 in February.

The Atlantic Immigration Program (AIP) in NB: New Pool System
Effective February 3, 2026, NB AIP no longer operates first-come, first-served. Instead:
- Designated employers and their candidates submit endorsement applications as before
- Applications enter a candidate pool
- ImmigrationNB selects from the pool monthly, based on provincial labour-market priorities
- Unselected applications expire after 365 days and must be resubmitted in full
- New employer designation applications are temporarily paused
The shift mirrors how Express Entry works federally — selection is now competitive and priority-driven, not chronological.
The Banned NOCs: Read Carefully Before Applying
The February 3 overhaul restricted dozens of NOC codes. Two layers apply:
NAICS 72 (Accommodation & Food Services) — Sector-wide ban
If your employer is in NAICS 72, you cannot apply through NBPNP Skilled Worker, NB Express Entry, or AIP. Affected NOCs include:
- NOC 60030 — Restaurant and food service managers
- NOC 62020 — Food service supervisors
- NOC 62021 — Executive housekeepers
- NOC 62024 — Cleaning supervisors
- NOC 62200 — Chefs
- NOC 63200 — Cooks
- NOC 63202 — Bakers
- NOC 64300 — Maîtres d’hôtel and hosts
- NOC 64301 — Bartenders
- NOC 64314 — Hotel front desk clerks
- NOC 65200 — Food and beverage servers (Skilled Worker only)
- NOC 65201 — Food counter attendants, kitchen helpers (Skilled Worker only)
- NOC 65310 — Light duty cleaners (Skilled Worker only)
Important exception: If you do this work for an employer that is not in NAICS 72 (for example, a hospital cafeteria or corporate office cafeteria), you may still be eligible.
Banned regardless of sector — Skilled Worker Stream
- NOC 14400 — Shippers and receivers
- NOC 60020 — Retail and wholesale trade managers
- NOC 62010 — Retail sales supervisors
- NOC 62101 — Retail and wholesale buyers
- NOC 63201 — Butchers (retail and wholesale)
- NOC 64100 — Retail salespersons and visual merchandisers
- NOC 64409 — Other customer and information services representatives
- NOC 65100 — Cashiers
- NOC 65101 — Service station attendants
- NOC 65102 — Store shelf stockers, clerks, order fillers
- NOC 65202 — Meat cutters and fishmongers (retail and wholesale)
- NOC 94142 — Fish and seafood plant workers
- NOC 95106 — Labourers in food and beverage processing
- NOC 95107 — Labourers in fish and seafood processing
Banned regardless of sector — AIP endorsements
NOC 14400, 60020, 62010, 62101, 64100, and 94142 are excluded from AIP endorsements as well.
2026 Draw Activity: Where the Invitations Have Gone
Despite the restrictions, NB has been actively inviting candidates throughout 2026:
- January 13–15: 379 ITAs across three NBPNP draws
- February 2: 326 ITAs (166 Express Entry, 160 Strategic Initiative — Francophone)
- February 11: 196 ITAs targeting healthcare exclusively
- March 3–6: 622 ITAs (279 Skilled Worker, 189 Strategic Initiative, 125 AIP, 29 Express Entry)
- March 30 / April 1: 143 ITAs (25 Express Entry – Healthcare/IT, 118 AIP – Transportation/Manufacturing)
The pattern is clear: healthcare, education, social and community services, construction trades, professional occupations, transportation, manufacturing, and IT are NB’s priority categories. Hospitality, retail, and food services are firmly out.
Important Rules Every NB Applicant Should Know
You cannot withdraw a nomination to reapply elsewhere
If you have already received an NBPNP nomination certificate or AIP endorsement certificate, you cannot withdraw it to apply under a different ImmigrationNB stream. You must submit your PR application to IRCC before the certificate expires.
AIP endorsees: closed work permit support is available
If your AIP endorsement is in hand but your work permit is expiring while IRCC processes your PR, ImmigrationNB can issue a letter of support for a closed work permit under LMIA exemption code C18. AIP endorsees are not eligible for the federal Bridging Open Work Permit (BOWP). Use form NBAIP-021 to request the support letter.
Maintaining work authorization is your responsibility
ImmigrationNB explicitly states it cannot guarantee an application will be evaluated or approved before a work permit expires. Plan extensions and bridging strategies well in advance.
Report any employment changes
AIP endorsees must inform ImmigrationNB of any change in employment — loss of job, new employer, or change in position. These changes can affect endorsement validity.
What This Means for You
If you are in healthcare, education, or trades in New Brunswick
You are exactly who NB is looking for. The May 4 update doubles down on the priority. File or update your EOI under the New Brunswick Experience or New Brunswick Graduates pathway and watch upcoming draws closely. Healthcare workers in particular have been invited at multiple cut-offs in 2026.
If you are a French-speaking worker
The Strategic Initiative Stream remains open to all sectors. This is the broadest active pathway in NBPNP today.
If you work in hospitality, food service, or retail
NB is not a viable PR destination through provincial streams while these restrictions remain in force. Consider:
- Other Atlantic provinces under AIP — Nova Scotia, Newfoundland and Labrador, PEI have different priorities
- Saskatchewan SINP, which still considers many service-sector roles
- Rural Community Immigration Pilot (RCIP) in designated communities
- Switching to a different employer not in NAICS 72
- Upskilling into a TEER 0–3 occupation
If you are an AIP endorsee waiting on PR
Confirm your work permit timeline now. If it expires before IRCC issues your COPR, request the C18 closed work permit support letter from ImmigrationNB. Update your file if your employer or position changes.
If you are an international student in NB
The Private Career College Graduate Pilot is winding down at end of 2026. Public DLI graduates in healthcare, education, or trades are well-positioned for the New Brunswick Graduates pathway. Build NB work experience and language scores while you have time.
