NSNP Adopts a 12-Month EOI Validity Period

The Nova Scotia Nominee Program (NSNP) has confirmed a major policy change: effective May 1, 2026, every Expression of Interest (EOI) profile will carry a 12-month validity period. Once that 12-month window expires, candidates will be removed from the pool and must submit a new EOI to remain under consideration. The change was published on Nova Scotia’s official immigration page on April 27, 2026, and applies to all NSNP streams now operating under the EOI system, including the Skilled Worker, Nova Scotia Graduate, Nova Scotia: Express Entry, and Entrepreneur streams.

Until now, NSNP EOIs could remain in the candidate pool indefinitely until selected. The new 12-month rule aligns Nova Scotia with most other provincial nominee programs across Canada and gives the province cleaner data on active demand, recent labour market alignment, and current language and education credentials.

Transition Rules for Existing EOIs

Nova Scotia has split current EOIs into two cohorts based on submission date. Each cohort follows different transition rules.

Cohort 1: EOIs Submitted Before May 1, 2024

EOIs submitted prior to May 1, 2024 — meaning profiles that have been sitting in the pool for more than two years — were closed on May 1, 2026. Candidates in this cohort will need to submit a brand-new EOI if they wish to remain under consideration, provided they still meet eligibility requirements at the time of resubmission.

Practically, this means candidates from this cohort should re-evaluate the following before resubmitting:

  • Whether their occupation aligns with the April 27, 2026 NSNP priority list
  • Whether their language test results are still less than two years old
  • Whether their education credential assessment (ECA) is still valid
  • Whether their work experience continues to qualify under the relevant NOC code and TEER level

Cohort 2: EOIs Submitted Between May 1, 2024 and April 30, 2026

EOIs submitted between May 1, 2024 and April 30, 2026 will not be closed on May 1, 2026. Instead, these profiles will remain valid until April 30, 2027, giving this cohort a one-year safety net before the new 12-month rule fully applies. If a candidate in this cohort is not selected by April 30, 2027, the profile expires and a new EOI is required.

Cohort 3: EOIs Submitted on or After May 1, 2026

From May 1, 2026 onward, every new EOI is automatically subject to the 12-month validity rule. The clock starts on the EOI submission date.

Why Nova Scotia Made This Change

The April 27, 2026 NSNP priority list update gave applicants the clearest tier-based occupation framework Nova Scotia has ever published — three priority tiers, four named NOC major groups, in-province versus international eligibility spelled out explicitly per tier. Adding a 12-month EOI expiry on top of that framework gives the province two simultaneous benefits: it ensures the candidate pool reflects current labour-market priorities rather than outdated profiles, and it forces all candidates to resubmit fresh language test scores, employment history, and education credentials when they re-enter the pool.

The change also fits the broader NSNP modernization arc. On November 28, 2025, Nova Scotia consolidated its 10 immigration streams into four EOI-based streams: Skilled Worker, Nova Scotia Graduate, Nova Scotia: Express Entry, and Entrepreneur. The 12-month validity rule completes the architecture by giving the province an active, refreshed EOI pool aligned with each updated priority list.

What This Means for You

Action items vary by cohort. Candidates with EOIs submitted before May 1, 2024 should treat their profile as closed and prepare a fresh submission immediately — checking the April 27 priority list to confirm their occupation still qualifies. Resubmitting only makes sense if the new framework includes your NOC code; otherwise, federal Express Entry or another provincial program may be a better primary track.

Candidates with EOIs submitted between May 1, 2024 and April 30, 2026 have until April 30, 2027 to be selected. Use that runway to keep documents fresh — order a new ECA if the previous one is approaching the two-year mark, retake IELTS or CELPIP if scores are about to expire, and update employment history continuously. If your profile no longer fits the current priority tiers, consider whether resubmitting under the new framework would actually improve your odds.

Candidates submitting on or after May 1, 2026 should treat the 12-month clock as a planning constraint. Submit only when your documents are at peak strength — best language scores in hand, latest reference letters, current proof of funds — to maximize your chances of selection within the window.
