NSNP’s New Three-Level Framework: What Changed on April 27
On April 27, 2026, Nova Scotia announced significant new selection priorities for the Nova Scotia Nominee Program (NSNP). The province has introduced a three-level priority framework that fundamentally reshapes who gets invited from the general EOI pool. Healthcare workers and skilled tradespeople sit at the top with the broadest access. Other priority occupations come second — but only if you’re already in Nova Scotia. Everyone else faces strict TEER restrictions.
Combined with the May 1, 2026 update extending NSNP EOI validity to 12 months, this is the biggest restructuring of NSNP’s general selection rules in years.

Key Highlights — NSNP April 27 Update
- Three-level priority framework introduced for the general EOI pool
- Level 1 — Healthcare & Skilled Trades: top priority, TEER 0-4, open to international applicants AND temporary residents in NS
- Level 2 — Additional Priority NOC Major Groups: TEER 0-4, restricted to temporary residents already in NS
- Level 3 — All Other Occupations: TEER 0-2 only, restricted to temporary residents already in NS
- TEER 5 occupations are not considered at all
- Separate Labour Market Priorities Physicians stream for NOCs 31100, 31101, 31102 (NSHA/IWK job offer + EE profile required)
- Pictou County RCIP operates independently with 25 priority occupations across 6 sectors
- EOI validity extended to 12 months effective May 1, 2026
Level 1 — Healthcare and Skilled Trades (Top Priority)
This is the only level open to candidates outside Canada. Both international applicants and temporary residents already in Nova Scotia can be invited from Level 1, in any TEER from 0 to 4.
What it means: a healthcare worker abroad with a Nova Scotia job offer has a clear pathway. A construction trades worker in Mumbai with the right NS employer match has a clear pathway. The province is willing to import these workers because the local supply is short.
Level 2 — Additional Priority NOC Major Groups (TEER 0-4)
Level 2 expands the priority list to four NOC major groups, but with one critical restriction: only temporary residents already in Nova Scotia are eligible. The four groups are:
- NOC 2 — Natural and applied sciences and related occupations (engineers, scientists, IT, lab techs)
- NOC 4 — Education, law, and social, community, and government services (teachers, lawyers, social workers)
- NOC 8 — Natural resources, agriculture, and related production occupations
- NOC 9 — Manufacturing and utilities
If you’re abroad with a job offer in any of these — Level 2 doesn’t help you through the general pool. You’d need to be in NS first (study permit, work permit, etc.) before being invited. Or pursue a separate stream like Atlantic Immigration Program (AIP) or Rural Community Immigration Pilot (RCIP).
Level 3 — All Other Occupations (TEER 0-2 Only, In NS Only)
Everything that’s not Level 1 (healthcare/trades) or Level 2 (NOC 2/4/8/9) falls into Level 3 — and the doors close significantly:
- Restricted to temporary residents already in Nova Scotia
- Only TEER 0, 1, and 2 occupations
- TEER 3, 4, and 5 occupations are not considered
This is a clear signal. Outside the priority lists, NS will not pull from the general EOI pool unless you’re already here in a high-skill TEER 0-2 role.

The Separate Streams: Physicians and Pictou County RCIP
Labour Market Priorities Physicians Stream
Operates independently of the three-level framework. Designed for physicians with:
- An active federal Express Entry profile
- A qualifying job offer from Nova Scotia Health Authority (NSHA) or IWK Health Centre
- A target NOC: 31100 (specialists in clinical and laboratory medicine), 31101 (specialists in surgery), 31102 (general practitioners and family physicians)
This stream provides the +600 CRS boost on top of the federal Express Entry profile, effectively guaranteeing an ITA at the next federal round.
Pictou County Rural Community Immigration Pilot (RCIP)
Runs independently of NSNP under the federal RCIP framework. For 2026, Pictou County is prioritizing 25 occupations across 6 sectors:
- Health
- Skilled Trades
- Manufacturing
- Education
- (Plus two additional sectors per Pictou’s local labour market plan)
This is one of the most active RCIP communities in Atlantic Canada. Combined with the federal In-Canada Workers Initiative announced May 4, 2026, Pictou County workers in healthcare, trades, manufacturing, and education have multiple compounding advantages.
What This Means for You
If you work in healthcare or skilled trades
You’re at the top of the priority list. Whether you’re abroad or already in Nova Scotia, NSNP wants you. File a strong EOI immediately and ensure your TEER classification is correct (most healthcare and trades roles fall in TEER 0-3, comfortably within Level 1’s TEER 0-4 range).
If you’re a physician
The Labour Market Priorities Physicians stream is built for you. Secure your NSHA or IWK job offer first, then build out your Express Entry profile.
If you’re a Level 2 candidate (engineer, IT, teacher, social worker, agriculture/manufacturing)
You need to be in Nova Scotia first to be selected from the general pool. Options:
- Atlantic Immigration Program (AIP) with a designated NS employer
- Pictou County RCIP if your sector qualifies
- Move to NS on a study permit or LMIA-supported work permit, then apply
If you’re a Level 3 candidate (TEER 0-2, not in priority NOCs)
You also need NS residency to be considered. If you’re already on a NS work permit, you have a window. If you’re abroad, NSNP isn’t your direct path — explore AIP, RCIP, or another province.
If you’re TEER 3, 4, or 5 in a non-priority occupation
NSNP is not viable for you under the new framework. Focus on:
- Other Atlantic provinces under AIP (NB, NL, PEI have different priorities)
- Saskatchewan SINP capped/other-sector intakes
- Manitoba MPNP regional pathways
- Switching to a Level 1 healthcare or trades role if feasible
Action Items
- Verify your NOC code and TEER level using the official NOC matrix
- Confirm which level (1, 2, or 3) you fall into under the new framework
- Update your NSNP EOI with current language scores and work experience
- Take advantage of the 12-month EOI validity (effective May 1) to keep your profile active longer
- If you’re a physician, secure NSHA/IWK contact and start the job offer process
- If you’re outside NS in Level 2/3 occupations, explore AIP and RCIP as parallel pathways
