OINP e-Filing FAQ: What Still Applies After the 2026 Redesign

The official OINP e-filing FAQ is the help page attached to Ontario’s nomination portal. It still answers 16 questions about the Employer Portal, expressions of interest, Express Entry streams, payments, withdrawals and fraud. The page footer currently shows Last modified: March 9, 2025. That date matters. Ontario later closed the former eight OINP streams and launched the Ontario Workforce Priority stream. Ontario’s program page now says the new stream has launched and all other streams are closed. (Ontario Immigrant Nominee Program; 2026 OINP updates)

This article is not a rewrite of VGIS’s current-rules OINP FAQ. It is a source explainer: what the e-filing FAQ still says, which operational answers still match Ontario.ca, and which stream names, tools and deadlines belong to the closed framework.

The key points at a glance

• The portal FAQ is still live. Ontario hosts it at the e-filing domain and tells readers that if the FAQ answers the inquiry, no additional response will be provided. (OINP e-filing FAQ)

• Use Ontario.ca for current stream rules. Treat the portal FAQ as operational help, not as the current stream list. Confirm eligibility on the Ontario Workforce Priority stream page.

What the official FAQ page is

The page title in the browser is “OINP Frequently Asked Questions.” The on-page heading is “Ontario Immigration Nominee Program (OINP) Frequently Asked Questions.” It is grouped under four headings: Employer Portal, Expression of Interest System, Express Entry System and General Inquiries. The introduction tells readers to review the answers carefully. If the inquiry can be answered in the FAQ, Ontario says no additional response will be provided. Contact is directed to Ontario’s OINP contact section, not to a live chat inside the FAQ itself. (OINP e-filing FAQ; Ontario Immigrant Nominee Program)

VGIS reading: this is a portal-help page, not a replacement for the Ontario.ca stream manuals. It is useful for login, payment-status and withdrawal questions. It is a poor first source for “which stream am I in?” after June 2026.

Why the answers can mislead after June 2026

Ontario’s 2026 updates page states that changes to Ontario Regulation 422/17 came into force as part of the OINP redesign. The changes include removing the former eight streams and introducing the Ontario Workforce Priority stream. (2026 OINP updates)

• Master’s Graduate

Ontario later opened the expression-of-interest portal for Ontario Workforce Priority on August 4, 2026. (2026 OINP updates)

The e-filing FAQ still walks applicants through the former Employer Job Offer category, the Masters and PhD Graduate streams, and “Ontario’s Express Entry streams.” It also points readers to a Stream Selector Tool and to a 2024 updates page for invitation results. Those are closed-framework directions, not current Ontario Workforce Priority instructions. (OINP e-filing FAQ; 2026 OINP updates)

Ontario’s own archived EOI page now says the former EOI system is closed to new EOIs, no further invitations will be issued under the former program streams, and applications received under the former framework are assessed against the rules in place at the time of application. Employer Portal answers

What the FAQ still says

The first answer says that, as of July 2025, all applications for approval of an employment position under the OINP’s Employer Job Offer streams need to be submitted through the Employer Portal. It links to Ontario’s Employer Portal user guide. (OINP e-filing FAQ; How to use the OINP Employer Portal)

The second answer says an employer must register the business in the Employer Portal, create a job offer for each employment position, wait for the employee-applicant to register an expression of interest, and then complete the application with supporting documents if invited. What still applies

The Employer Portal itself is still the current filing route for job-offer pathways. Ontario’s current user guide says all applications for approval of an employment position under the Ontario Workforce Priority stream must be submitted through the Employer Portal. Job offers may be created under TEER 0–3 or TEER 4–5, in any NOC under TEER 0 to 5. (How to use the OINP Employer Portal; Ontario Workforce Priority stream)

The sequence is also still employer-first. The current stream page says the employer must start by registering the business and submitting a job offer. The applicant then receives a job offer ID and uses it to register an expression of interest. (Ontario Workforce Priority stream)

Creating a job offer is still not the same as applying. The current portal guide states that employers can submit an application for approval of an employment position only if the employee is invited to apply. (How to use the OINP Employer Portal)

What is out of date

The FAQ still names “Employer Job Offer streams.” Those streams are among the eight closed streams. New job-offer files now sit under Ontario Workforce Priority, not under Foreign Worker, International Student or In-Demand Skills. (OINP e-filing FAQ; 2026 OINP updates)

The “As of July 2025” line is also not a 2026 redesign date. It records when Employer Portal filing became mandatory for the former job-offer streams. The later change is the stream replacement itself. (OINP e-filing FAQ; 2026 OINP updates)

Employers who already had a portal account were told they would not need to register the business again when the EOI system reopened, but they would need a new job offer and a new approval application under the new stream. That is a 2026-update rule, not a portal-FAQ rule. (2026 OINP updates)

Expression of Interest answers

What the FAQ still says

The FAQ describes the EOI system as a points-based registration system that helps OINP select skilled economic immigrants. It says the system applies to the Employer Job Offer category streams, the Masters Graduate stream and the PhD Graduate stream. (OINP e-filing FAQ)

It also says an EOI can be updated in the e-filing portal until the person receives an invitation or the EOI is deleted. Under the former Employer Job Offer streams, NOC and wage could not be edited because those fields came from the employer’s job offer. Changing NOC or wage required withdrawing the EOI so the employer could create a new job offer. Inaccurate, incorrect or misleading EOI information could lead to a refused application. On invitations, the FAQ says applicants do not need to contact the program after registering. OINP conducts draws from the selection pool, does not post draw dates in advance, posts search parameters and results after the fact, and offers no assurance that a candidate will be invited. If invited under the former job-offer streams, the FAQ says the applicant has 17 calendar days to submit, the employer has 14 calendar days from the same invitation date, and the applicant can pay and submit only after the employer has submitted. Masters or PhD Graduate invitations had a 14-calendar-day applicant deadline. An invitation does not guarantee that stream criteria are met or that the application will be approved. What still applies

Ontario Workforce Priority still uses an expression-of-interest system. The current stream page sets a 30-calendar-day deadline to register an EOI after the employer submits the job offer in the Employer Portal. (Ontario Workforce Priority stream)

The current Employer Portal guide repeats that 30-day window. If the employee does not register in time, the job offer expires and a new job offer is required. It also says expressions of interest are valid for up to 12 months. If no invitation is issued in that period, both the EOI and the job offer are automatically withdrawn. The 14-day employer deadline and 17-day applicant deadline survived the redesign for job-offer pathways. The applicant still cannot submit until after the employer files the approval application. Self-employed physicians, who do not use a job offer, have a 17-calendar-day applicant deadline of their own. (Ontario Workforce Priority stream; How to use the OINP Employer Portal)

The current invitations page still says Ontario does not give advance notice of draws, an invitation is not a nomination, and not every person who meets stream criteria will be invited. (Invitations to apply to the OINP)

Locked NOC and wage fields also remain a live operational issue. The current portal guide says a submitted job offer cannot be edited. To change it, the employer must withdraw it and create a new one. If an EOI was already registered against the withdrawn job offer, that EOI is withdrawn too and a new EOI must be registered with the new Job Offer ID. (How to use the OINP Employer Portal)

What is out of date

The FAQ’s stream list is the closed list. Masters Graduate and PhD Graduate are no longer open streams. New graduate applicants are not invited under those names. They need a qualifying Ontario Workforce Priority pathway, which for most people means a current job offer and a current EOI. (OINP e-filing FAQ; 2026 OINP updates)

The FAQ’s 14-day Masters or PhD filing deadline is therefore not a current filing instruction for new files. Ontario’s archived EOI page still records that former-stream deadline, but it now sits behind an archive banner. (Archived OINP EOI system streams; 2026 OINP updates)

The FAQ also still links readers to former Employer Job Offer stream pages and to the old EOI registration page. Those pages are not the current Ontario Workforce Priority manual. (OINP e-filing FAQ; Ontario Workforce Priority stream)

Express Entry answers

The FAQ still has a separate Express Entry heading. It says a person must have a valid Express Entry profile and meet eligibility under one of Ontario’s Express Entry streams. It points to Ontario’s Express Entry stream page and to a notifications-of-interest results page. (OINP e-filing FAQ)

If a notification of interest is received, the FAQ says the person may go directly to the e-filing portal, must determine the stream from the draw results because the notice will not name it, and must submit within 45 calendar days from the date the notification was issued. Questions about the federal Express Entry profile are sent to IRCC. (OINP e-filing FAQ)

Those answers describe the closed Express Entry Human Capital Priorities, French-speaking Skilled Worker and Skilled Trades streams. Ontario’s 2026 updates page lists all three as closed. (2026 OINP updates)

VGIS reading: a current Ontario Workforce Priority nomination may still be used later in a federal permanent-residence application, including through Express Entry where that federal route is available. That is not the same thing as receiving an OINP notification of interest under a closed provincial Express Entry stream. Do not treat the 45-day NOI clock, or the old stream-choice exercise, as the current Ontario intake method.

General inquiries that still apply

Several general answers are operational and are not tied to a named closed stream.

Payment status. The FAQ says it can take up to five business days after payment is received for the application status to change from “Waiting for submission.” Ontario asks people not to contact the program until those five business days have passed. If payment is submitted before the application deadline, the FAQ says the application will be processed. (OINP e-filing FAQ)

Withdrawals and refunds. An application can be withdrawn at any time through the Withdraw button in the e-filing portal. Ontario charges fees to recover program costs and says payments will not be refunded if the application is withdrawn after processing has begun. If the application is withdrawn while still in “Submitted” status, the FAQ says the refund is processed in five business days, with an additional five to seven business days depending on the financial institution. If a refund fails, Ontario may initiate a wire transfer, which can take 30 business days. (OINP e-filing FAQ)

No job matching. OINP does not recruit, does not match applicants to employers, and does not keep a list of eligible employers looking for employees. The FAQ points job-seekers to Employment Ontario. (OINP e-filing FAQ)

IRCC handles PR, visas and permits. Nomination is a provincial decision. Permanent residence, visas, permits, refugee status and citizenship remain IRCC matters. The FAQ gives IRCC’s 1-888-242-2100 number inside Canada and points to IRCC’s webform. (OINP e-filing FAQ)

Fraudulent calls. The FAQ warns that some people have received repeat fraudulent calls from the OINP number 416-327-0374 asking for personal identification information. It says those calls are not from OINP, and that OINP will never call to collect funds, ask about immigration status, or collect personal information. Hang up. Incidents may be reported to the Canadian Anti-Fraud Centre at 1-888-495-8501. (OINP e-filing FAQ)

Processing-time questions. The FAQ tells applicants to check status in the e-filing portal, says telephone inquiry officers do not have extra status information, and says average processing times are posted by stream. It also says there is no need to contact the program only because a file is taking longer than the posted average. Ontario will contact the applicant if more information is required. The “how do I apply?” answer is the one that has aged the most. It still sends readers to Ontario’s website and to a Stream Selector Tool to identify which stream they may be eligible for. After the redesign, the current public program page points to Ontario Workforce Priority and to closed-stream information, not to the former eight-stream selector model. The “why was I not invited?” answer is still directionally true on demand and targeting, but it still talks about balancing intake across “all streams” and links to 2024 program updates. Deadlines that still apply

Use current Ontario.ca pages for clocks. The table below is a VGIS comparison of the portal FAQ against current Ontario Workforce Priority instructions, not an extra government form.

Missing the current 30-day, 14-day or 17-day window is still enough to lose that job offer or that invitation. Ontario’s current portal guide says a missed employer filing withdraws the employee’s application and requires a new job offer for any later invitation. (How to use the OINP Employer Portal)

What to use instead of the stale stream list

For a current file, start with these official pages:

1. Ontario Workforce Priority stream for pathway, job-offer, language, education and deadline rules.
2. How to use the OINP Employer Portal for registration, job-offer IDs, signing-officer rules and the 30/14/17-day clocks.
3. 2026 OINP updates for the redesign dates and the closed-stream list.
4. Invitations to apply to the OINP for posted search parameters and results.
5. The e-filing FAQ only for portal mechanics: payment status, withdrawals, refund timing, IRCC referrals and fraud warnings.

Hypothetical examples

These examples are illustrations. They are not predictions and they are not file-specific advice.

A former Masters Graduate EOI. A person still has the portal FAQ bookmarked and looks for the 14-day graduate deadline. That deadline belonged to a closed stream. If no fee-paid application was submitted under the former rules, the live question is whether the person now has a qualifying Ontario Workforce Priority pathway, usually a current job offer and a new EOI. An employer who follows only the FAQ. The employer sees “Employer Job Offer streams” and assumes the old Foreign Worker stream is still open. The Employer Portal is still required, but the stream name is not. The employer should create a current Ontario Workforce Priority job offer, then have the employee register within 30 days. A locked wage field. The employee notices the wage in the EOI is wrong. The FAQ and the current portal guide agree that wage and related job-offer fields are not ordinary profile edits. The employer must withdraw and recut the job offer, then the employee must register a new EOI. Editing around the lock risks an inaccurate attestation. A “Waiting for submission” panic. Payment was made on day 16 of a 17-day invitation clock. The FAQ says status can take five business days to change, and that a payment submitted before the deadline will still be processed. The current risk is the invitation clock itself, not the slower status label. (OINP e-filing FAQ; Ontario Workforce Priority stream)

A spoofed OINP call. Someone receives a call from 416-327-0374 demanding a payment or identity documents. The FAQ says hang up. OINP does not collect funds or personal information by phone. Report the incident to the Canadian Anti-Fraud Centre. (OINP e-filing FAQ)

A practical reading checklist

This checklist is a VGIS working order, not an extra Ontario form.

• Open the e-filing FAQ only after you know whether the file is a current Ontario Workforce Priority matter or a former-stream application that was already submitted.
• Confirm the live stream on the Ontario Workforce Priority stream page, not from the FAQ’s stream names.
• If a job offer is required, confirm the employer has a current Employer Portal job offer and that the 30-day EOI window is still open. (Ontario Workforce Priority stream)
• If an invitation has been issued, count the 14-day employer clock and the 17-day applicant clock from the invitation date. Physicians without a job offer count only the 17-day applicant clock. (Ontario Workforce Priority stream)

Is the official OINP e-filing FAQ still current?

Did Ontario replace the streams named in the FAQ?

Are the 14-day and 17-day invitation deadlines still real?

What happened to the 45-day Express Entry deadline in the FAQ?

That clock belonged to Ontario’s former Express Entry streams and a notification of interest under those streams. Ontario later listed those streams as closed. It is not the current Ontario Workforce Priority intake method. (OINP e-filing FAQ; 2026 OINP updates)

Can I still use the Stream Selector Tool mentioned in the FAQ?

The FAQ still mentions it. After the redesign, Ontario’s public program page points to Ontario Workforce Priority and to closed-stream information. Do not let a former-stream selector override the current stream page. (OINP e-filing FAQ; Ontario Immigrant Nominee Program)

If my application still shows “Waiting for submission,” is the file lost?

Not necessarily. The FAQ says status can take up to five business days after payment to change, and asks people to wait those five business days before contacting the program. The separate risk is missing the invitation deadline before payment is made. (OINP e-filing FAQ)

Will OINP refund the fee if I withdraw?

Ontario says an application can be withdrawn at any time, but the fee is not refunded if withdrawal happens after processing has begun. A withdrawal while the file is still in “Submitted” status is the scenario the FAQ describes for a refund timeline. (OINP e-filing FAQ)

Can OINP find me an Ontario employer?
