RCIP in Pictou County, Nova Scotia: How the Community Recommendation Works

Pictou County is Nova Scotia’s only RCIP community, and the only one in Atlantic Canada. It runs a monthly intake with a published scoring grid: applications that meet the minimum requirements enter a pool, and the highest-scoring candidates are pulled at the end of each intake month — about seven recommendations per intake period in 2026. This post explains the whole process as the Pictou County Partnership publishes it.

A mid-year review changed the list, with the changes taking effect from the August intake — so an occupation that qualified early in 2026 may not qualify now, and vice versa. Check the current list on the official site before applying.
How the process works — employer-driven
Step 1 — Become a designated employer. Complete the free IRCC Employer Onboarding Training and the ARAISA intercultural competency training (“Building Welcoming Workplaces”), then apply for designation to the Partnership by email. Designated employers receive a Confirmation of Designation; designation can be revoked for non-compliance.
Step 2 — Find an eligible candidate. Designated employers may make offers for roles they could not fill locally. Both existing employees on valid work permits and new international candidates can be considered. The offer must be within the designated area, full-time (at least 30 paid hours per week), non-seasonal and indeterminate, at a similar skill level to the candidate’s qualifying work experience. Employers must demonstrate they tried to hire within Canada first.

Skip the back-and-forth. Complete a structured intake in 25 minutes. Reviewed by Dimple Verma, RCIC-IRB. No payment required to start.
Step 3 — Submit the Recommendation Application. The employer completes one application per principal applicant during an intake window, with the federal Offer of Employment form (IMM 0247). Applications meeting the minimum requirements enter a pool; the highest-scoring candidates are pulled at the end of each intake month — about seven recommendations per intake period in 2026 — until annual allocations are met. Scoring uses the published “Pictou County RCIP Scoring Grid 2026.”
Step 4 — Optional work permit. After a recommendation, the candidate may be eligible for a 2-year work permit. The employer submits the offer in the IRCC Employer Portal and pays a $230 compliance fee, receiving a 7-digit employment number.
Intake windows
Monthly intakes in 2026: March 1–15, April 1–15, May 1–15, June 1–15, August 1–15, September 1–15, October 1–15 and November 1–15. As of this post, the November 1–15 intake is the last scheduled 2026 window.
Designated employers
The designated employer list is published as a PDF (“Pictou County RCIP Designated Employers 2026,” updated July 2026) on the official site, marking each employer as “recruiting” or “not currently recruiting.” Designation does not mean active hiring — check the status before approaching an employer.
Fees and other rules
No community fee is stated on the official pages. A Nova Scotia Employer Registration Certificate is required to recruit foreign workers, and there is no fee to apply for it.
Nova Scotia’s Foreign Worker Recruiter rules also apply: anyone recruiting foreign workers must hold a valid Foreign Worker Recruiter Licence from Labour Standards unless exempt; employers recruiting for themselves do not need one. Use of an immigration representative is optional and does not affect eligibility, and the Partnership does not endorse or collaborate with consultants. Settlement support follows a “community hug” approach through settlement service partners.
What to do next
- Confirm your occupation is on the current 25-occupation list — the mid-year review changed it from the August intake.
- If you are an employer, complete both trainings before applying for designation.
- Get the recommendation application in during an intake window. The November 1–15 window is the last scheduled one for 2026.
- Check whether a designated employer is marked “recruiting” before approaching them.
- Remember the recommendation is not the end: the candidate still applies to IRCC for PR, and the certificate is valid 12 months under the permanent rules.
Frequently asked questions
Does Pictou County use a points system?
Yes. Applications that meet the minimum requirements enter a pool, and the highest-scoring candidates are pulled at the end of each intake month under the published 2026 scoring grid.
Can I apply to the community directly?
No. Only a designated employer can submit a recommendation application, and only during an intake window.
Is there a fee to become a designated employer?
No community fee is stated. The Nova Scotia Employer Registration Certificate is also free to apply for.
How many recommendations are issued per intake?
About seven per intake period in 2026, until annual allocations are met.
Does a recommendation guarantee permanent residence?
No. It unlocks the PR application; IRCC makes the final decision.
