The C51 charitable work permit instructions provide an employer-specific LMIA-exempt route for qualifying charitable work under R205(d). The important question is not simply “Is this employer a charity?” but “Does the actual work meet the exemption, and are the other application requirements satisfied?” (IRCC C51 instructions)

The checks that matter before filing
- Organization evidence: CRA registration may help, but is not required. Where registration is absent, IRCC may review governing documents, the mandate, annual reports, support letters and evidence of the charitable benefit and beneficiaries. (IRCC C51 instructions)
- Actual duties: The proposed work must be charitable. IRCC generally does not regard an office-manager role as charitable work merely because it is performed for a charity. There is no published automatic “70% direct service” shortcut in the cited instructions. (IRCC C51 instructions)
- Compensation: Paid work can qualify for C51. However, the processing-fee and employer-compliance-fee exemptions require separate evidence about the organization and remuneration, including the conditions for stipends and room and board. (IRCC C51 instructions)
- Employer submission: Required offer-of-employment information must be submitted and the compliance fee paid unless an exemption applies. Applying at a port of entry does not waive these obligations. (IRCC C51 instructions)
- Worker eligibility: LMIA exemption is not work-permit approval. The worker must meet the applicable application requirements and use the correct filing route and checklist. (IRCC C51 instructions)
How to use the CRA charity list
Search the VGIS resource by legal name, registration number or location. Its results preserve the source’s status and sanction fields, including five records with sanctions recorded in the historical file.
Before relying on a record, use the official CRA search to verify current status and available information. CRA explains that its directory contains registration status, sanctions, contact details, general activities and available annual-return information. (CRA information guide)
An entry is not evidence of a vacancy, an immigration commitment or a VGIS partnership. Contact an organization through independently verified channels and assess any genuine proposed job separately.

C50 and C51 are different assessments
C50 concerns work of a religious nature, such as religious instruction and advancing spiritual teachings. C51 concerns charitable work; a religious organization’s charitable community program must be assessed on the actual duties rather than assigned a code solely from the organization’s identity. (IRCC C50 instructions; IRCC C51 instructions)
For example, religious teaching and preparing meals for homeless residents raise different work-category questions. These are illustrations, not automatic approvals. Read the C50 religious work permit guide and the full C51 application guide before preparing a file.
What to bring to a VGIS assessment
Bring the actual job offer, duty description, wage or stipend arrangement, work location, organization documents, current CRA record where applicable, and the worker’s qualifications and immigration history. If an application was refused, bring the decision and the submitted record.
VG Immigration Services can review evidence gaps, the appropriate pathway, employer-offer preparation and the worker’s supporting documents. We do not guarantee jobs, processing times, work permits or permanent residence, and do not invent duties to make a position qualify.

Frequently asked questions
Can paid charitable work qualify for C51?
Yes. IRCC’s C51 instructions apply whether or not wages are received. Fee exemptions are separate and depend on the applicable remuneration and organizational requirements.
Must the organization have a CRA charity number?
No. IRCC says CRA registration is not mandatory. Without it, other evidence of charitable nature and activities may be needed, and the actual work must still qualify.
Is everyone in the directory eligible to hire through C51?
No. The directory is a historical charity export, not an approved-employer or vacancy list. The organization, proposed work and applicant require individual assessment.
Is C50 the same as C51?
No. Current IRCC instructions use C50 for religious work and C51 for charitable work. The actual duties determine which assessment is relevant.
